Summary

The UNESCO‑IOC 2nd Global Tsunami Symposium (Banda Aceh, 2024) recognized significant progress in tsunami safety since 2004, while underscoring the need for further improvements in early warning accuracy and community preparedness. The Symposium called on States and civil society to scale up investments and efforts to strengthen Tsunami Early Warning Systems and achieve 100% Tsunami Ready Communities worldwide by 2030.

In response to the high tsunami risk posed by the Makran Subduction Zone, UNESCO‑IOC is implementing the UNESCAP‑funded project “Strengthening Tsunami Early Warning in the North‑West Indian Ocean through Regional Cooperation.” Phase 3 of the project focuses on enhancing community‑level preparedness by supporting the implementation of the UNESCO‑IOC Tsunami Ready Recognition Programme (TRRP) in pilot communities across participating countries. A key component is the Training of Facilitators, equipping Disaster Risk Reduction facilitators with the skills needed to guide coastal communities towards achieving Tsunami Ready recognition in an inclusive, practical, and results‑oriented manner.

Notes

Objectives:

The overall Objective is to develop and strengthen the capacity of regional DRR facilitators to effectively facilitate coastal communities in achieving the 12 UNESCO-IOC Tsunami Ready Indicators. The specific objectives for this facilitator training are to:

  1. Enhance participants’ understanding of the TRRP framework, principles, and the 12 indicators.
  2. Build practical facilitation skills for community-based tsunami preparedness and resilience building.
  3. Strengthen participants’ ability to use TRRP facilitation tools and participatory, visual, and inclusive approaches in community engagement.
  4. Enable facilitators to guide communities in assessing gaps, planning actions, and documenting progress toward Tsunami Ready recognition.
  5. Familiarize participants with the official Tsunami Ready documentation, templates, evaluation forms, and the recognition process.
  6. Foster regional peer learning and collaboration among facilitators across participating countries.
