Summary This report provides an update on the activities and contributions of IOC Member States, programmes and partner organizations in the commemoration of the 50th Anniversary which will be formally launched by the Executive Council on 8 June 2010. The report also points out remaining shortfalls in the implementation of the commemoration. Introduction No single nation can implement all necessary ocean research and perform all necessary ocean observations to meet societys needs. With this in mind the Intergovernmental Oceanographic Commission was established in 1960 by Resolution 2.31 adopted by the General Conference of UNESCO at its Eleventh Session. In accordance with Article 2.1 of the present Statutes of IOC, which came into force through adoption of 30C/Resolution22 on 16 November 1999, the purpose of the IOC is: to promote international cooperation and to coordinate programmes in research, services and capacity building, in order to learn more about the nature and resources of the ocean and coastal areas and to apply that knowledge for the improvement of management, sustainable development, the protection of the environment, and the decision making process of its Member States. The idea for the celebration of the 50th Anniversary of the IOC (19602010) came from the Twenty-fourth Session of the IOC Assembly which recognized through Resolution XXIV-4 that the 50th Anniversary will provide an opportunity to demonstrate to governments and to the public the role IOC has played since its creation, in 1960, and which it intends to play in the future; the Anniversary celebrations will also highlight the value and importance of the Commissions achievements. The willingness to have the celebrations was reinforced further by Resolution EC-XLI.2 by which, inter alia, Member States and other appropriate bodies and organizations cooperating with the Commission were invited: to contribute to the commemoration of the 50th Anniversary of the IOC, and to inform the Executive Secretary, so that a full list of activities can be maintained. At its Forty-first Session (Paris, 24 June1 July 2008), the IOC Executive Council adopted an Indicative Plan of Action which was later detailed to create the basis for the implementation of the commemorative activities. The celebration of the 50th Anniversary will start officially on 8 June 2010, the opening day of the Forty-third Session of the IOC Executive Council and which also corresponds to the UN World Ocean Day, and will continue till the closure of the Twenty-sixth Session of the IOC Assembly, in 2011. However, nothing precludes Member States from dedicating their activities to the 50th Anniversary celebration, even if they are carried out before or after the official period of celebrations. Implementation of the Plan of Action At the Forty-first Session of the IOC Executive Council and at the Twenty-fourth and Twenty-fifth Sessions of the Assembly, the 50th Anniversary celebrations constituted a key issue for discussion. A large number of Member States committed themselves to this endeavour and started to plan various activities dedicated to the Anniversary. Since the adoption of the IOC Anniversary Plan of Action in July 2008 and the appointment of a consultant in November 2008 to coordinate the 50th Anniversary activities, the programme of preparations has been accelerated, involving: co-operation with Member States, IOC programmes and partners; discussions with the Chinese authorities engaged in the preparations for EXPO-2010; promotion of the 50th Anniversary; raising in-kind and in-cash support for the Anniversary activities. Several Circular Letters were sent out by the IOC Executive Secretary inviting Member States and partners to give more information on the planned commemorative activities, and calling on them to provide support in-kind and in cash to support the IOC 50th Anniversary celebration. The commemorative initiatives generated by the Member States and by the IOC Secretariat, taking into account the recommendations of the IOC Governing Bodies, are vast, giving an opportunity not only to observe the past in the development of the IOC, but also to look into the future. They included those specifically designed to commemorate the Anniversary and those which constitute part of the planned IOC activities, the programmes of which were modified to include special sessions, presentations or events dedicated to the 50th Anniversary celebration. Detailed information on the initiatives dedicated to the celebration received from Member States and partners is presented on the IOC web site and, particularly, in the Anniversary web page of the site. Here below there is the summary of the contributions based on the recommended activities presented in the reports of the IOC Governing Body sessions in 20072009 and in the IOC 50th Anniversary Plan of Action. Initiatives dedicated to the 50th Anniversary As of 15 May 2010, contributions have been received from 47 Member States: 15 (Group 1); 4 (Group 2); 10 (Group 3); 10 (Group 4) and 8 (Group 5), as well as from several IOC partners and programmes. Thirteen IOC programmes and partner organizations informed the IOC of their readiness to contribute to the Anniversary celebration by organizing meetings and promotional activities dedicated to the Anniversary objectives. By IOC Circular Letters 2285 and 2286, Member States were informed of this decision and reminded of the need to contribute to the Anniversary and to inform the IOC Secretariat of the proposed contributions. Below is an abbreviated list of the input of the IOC Secretariat to the Anniversary: Enhancement of visibility and promotional efforts globally and regionally (WESTPAC, IOCARIBE, Indian Ocean, etc.) Organization and assistance in the organization of the meetings (e.g. Ministerial Round Table on Oceans, in October 2009; St.Petersburg Conference on Education and Awareness-Raising, in April 2010; Global Oceans Conference and Symposium dedicated to the 50th Anniversary, in May 2010) Organization in UNESCO of a series of lectures delivered by world celebrities (e.g. Don Walsh, pilot of the bathyscaphe USS Trieste and MsMaud Fontenoy, UNESCO spokesperson on Oceans) Assistance in the preparation of the book entitled Troubled Waters: Ocean Science and Governance, containing information about the history of the IOC and a vision of the place and role of the Commission in the years to come Development of the Anniversary web page, which became operational in February 2010, with an improved format and the content regularly updated Preparations for and implementation of the Inauguration Day on 8 June 2010 Formulation of the proposals on the IOC contribution to EXPO-2010 to take place in Shanghai, China, 1 May31 October 2010, and development of the exhibits, such as a set of posters describing the progress of IOC in developing the global marine hazards warning system and a video film on the environment of coastal cities and marine coastal hazards Development of an Information Press Kit and a PowerPoint Presentation on the 50 years of the IOC Production of promotional materials with the IOC 50th Anniversary logo (pens, banners, posters, medals, calendars, memory flash drives, anniversary logo, etc.). Financial Situation At the Forty-first Session of the IOC Executive Council, Member States, while giving a universal affirmation of the proposals, also emphasized that the IOC 50th Anniversary activities cannot be carried out without tangible support and that this should not be at the expense of time or resources of other IOC programmes (para.101 of IOC/EC-XLI/3). By Resolution EC-XLI.2, the Executive Council invited the Director-General of UNESCO to consider allocating targeted financial resources to IOC in the draft programme and budget for 20102011 (Draft 35C/5) to support the Plan of Action for the 50th Anniversary By the same Resolution, Member States and potential donors were invited to consider making extrabudgetary contributions to the Anniversary. On 9 March 2009, IOC Circular Letter 2297 was sent to the Member States requesting them to consider voluntary extrabudgetary contributions. The Circular Letter contained a description of the modalities which can be used for the transfer of funds. A dedicated account for the commemoration of the Anniversary was established. It was estimated that there will be a need for around USD500,000 for the three-year period to implement the Plan of Action and coordination of the Anniversary celebrations (para.103 of IOC-XXV/3). At its Twenty-fifth Session, in 2009; the Assembly requested the Executive Secretary to provide support to the 50th anniversary to ensure a successful outcome (para.107 of IOC-XXV/3). As of the middle of May 2010, no funds have been provided from the IOC Regular Budget to support activities. Problems of Implementation The main problems are the relative lack of active response from the Member States, particularly with respect to the necessary human and financial resources to ensure the success of the agreed celebrations.
