The work of the DMPA will focus on three main areas: contributions to WIGOS/WIS through the JCOMM Pilot Project for WIGOS and the Oceans Data Portal, in conjunction with IOC/IODE; standards and best practices in ocean data management, also in conjunction with IODE; and modernizing the marine climatological data management and services process (see Agenda Item 3). JCOMM Pilot Project for WIGOS The JCOMM Pilot Project for WIGOS is an interdisciplinary exercise, implemented and sustained by WMO and IOC through JCOMM, to investigate the integration of in-situ and space based ocean observing systems collected within the oceanographic community. The Pilot Project is considering instruments and methods of observation aspects, as well as data management, data exchange, and quality management. Due to the important synergies that existed with the IODE Ocean Data Portal project, a joint Steering Group has been established to coordinate the development of the Pilot Project and to provide liaison with appropriate WMO and IOC programmes and subsidiary bodies. The Joint Steering Group for the IODE Ocean Data Portal and the JCOMM Pilot Project for WIGOS has two co-chairs - one with an IODE ODP and one with a WIGOS and more specifically instruments and methods of observation perspective. The Pilot Project has identified three key deliverables: (i) document and integrate instrument best practices and related standards, (ii) build marine data systems that are interoperable with the WIS, and (iii) promote quality management and standards through compliance with the WMO Quality Management Framework (QMF). Significant achievements have been realized including a review of the WMO and IOC Technical Publications and updating of the marine chapter of the WMO CIMO Guide, expansion of the IODE ODP to be interoperable with the WIS as a Data Collection or Production Centre (DCPC), establishment of WMO-IOC Regional Marine Instrument Centres (RMIC) with their Terms of Reference approved by JCOMM-III, development of appropriate quality management standards through the IODE-JCOMM Standards process, and the production of a catalogue on JCOMM best practices and standards. JCOMM has provided the governance and mechanisms to engage with all partners and this has been a major factor in the success of the Pilot Project. The IODE PO has provided excellent cooperation and good working relationships were established between the WMO and IOC secretariats. The second meeting of the Joint Steering Group for the IODE Ocean Data Portal and the WIGOS Pilot Project for JCOMM was held at the Project from 15 to 16 October 2009, which discussed a number of issues including: The provision of a Light Data Provider function that can be used to realize interoperability of ocean data systems with the IODE Ocean Data Portal and the WMO Information System (WIS); Agreement for the necessary developments for the connection of some data sets to the ODP and/or WIS before the end of 2010 (e.g. WOD, GCCs, ICOADS, HF radars, GTSPP, GHRSST, Australian IMOS); The establishment of WMO-IOC Regional Marine Instrument Centres (RMIC), and the organizing of a metrology workshop at NOAA/NDBC in early 2010 to prove concept; The production by March 2010 of a Project report, including achievements of the Pilot Project, lessons learned, benefits, and recommendations for the way foreword and the Pilot Project legacy; A methodology for documenting instrument practices and updating WMO and IOC Publications (concept was proven through updating of the marine chapter of the CIMO guide); Initiation of a discussion regarding the scope for marine instrument inter-comparisons in cooperation with CIMO; The shaping of a JCOMM/IODE standards process for ocean data management (and acceptance of one standard to prove concept); Comprehensive analysis of strengths and weaknesses in the management of ocean observing systems; An updated Implementation Plan; The draft Project Report has been completed and will be submitted to the next meeting of the Sub-Group of the EC WG WIGOS-WIS. The latest Progress Report is attached as Annex I. The Pilot Project is due to finish in December 2010. Annex I JCOMM Pilot Project for WIGOS Progress Report, January 2010 1. IntroductionThe aim of the JCOMM Pilot Project is to enable and prove concept for the integration into WIGOS of marine meteorological and other appropriate oceanographic observations (in situ, surface marine, and satellite data), real time and delayed mode data and products (e.g. models) collected within the oceanographic marine community. The Pilot Project is considering instruments and methods of observation aspects, as well as data management, data exchange, and quality management. The key deliverables are (i) to document and integrate instrument best practices and related standards; (ii) build marine data systems that are interoperable with the WIS; and (iii) promote quality management and standards. Project and implementation plans have been defined and substantial progress made towards the tasks assigned in the implementation plan.2. Implementation Progress Much progress was made towards achieving the tasks agreed upon as part of the Implementation Plan. Deliverable 1: A Strategy was proposed for the review of the WMO and IOC Technical Publications in light of the Pilot Project Developments. WMO No. 8, and No. 471 have been updated. JCOMM-III adopted Recommendation 7.1/1 (JCOMM-III) Provision of ODAS and Water Temperature Metadata. A number of BUFR templates that are used for the encoding and distribution of marine meteorology and oceanographic data on the Global Telecommunication System (GTS) have been reviewed, and proposals made so that they included appropriate metadata. JCOMM-III adopted Recommendation 6.2/1 (JCOMM-III) establishing WMO-IOC Regional Marine Instrument Centres, with Terms of Reference, description of capabilities and corresponding functions, and a mechanism for formal WMO and UNESCO/IOC designation of an RMIC. The USA offered to host an RMIC on a trial basis and to organize a metrology workshop in early 2010. Closer links have been established with the HMEI. Deliverable 2: The IODE Ocean Data Portal (ODP) has been designed to be interoperable with the WIS as a DCPC. In order to respond to security concerns expressed by some Members/Members States the Light Data Provider (LDP) has been developed for the ODP. Three training courses were organized in the Russian Federation, the Republic of Korea and Turkey to develop IODE ODP data providers. Regarding provision of interoperable data-sets via the ODP and/or WIS, the primary focus will be on contributions from the National Oceanographic Data Centres (NODC) of the IOC. Commitments were made by a number of countries and agencies for connecting ocean data sets to the ODP and/or WIS. ODP and WIS experts have also been providing technical assistance to some of the agencies, including through visits and workshops. Deliverable 3: JCOMM-III adopted Recommendation 11/1 (JCOMM-III) Implementation of Quality Management Systems for Met-Ocean Data, Products and Services by Members/Member States. The JCOMM/IODE Ocean Data Standards was established, and JCOMM-III adopted Recommendation 7.3/1 (JCOMM-III) Development of Data Management Standards. A Standard for Identifying Countries in Oceanographic Data Exchange has been submitted through the standards process, agreed upon, and published. A consultant reviewed publications that relate to JCOMM standards and practices, and coordinated production of a catalogue which is published at http://bestpractice.iode.org/. The consultant also made recommendations for updating and harmonizing standards.3. Implementation ConstrainsTimeframe for the Pilot Project was a limiting factor so some deliverables from the implementation plan that could not be achieved will be proposed under the Pilot Project legacy. Additional resources devoted to the Pilot Project could have facilitated completing more deliverables although the funding provided achieved substantial progress.4. Action PlanThe Pilot Project originally planned to produce a business case for the integration of marine observations into WIGOS. This exercise proved difficult, and the Pilot Project eventually proposed a project report to include lessons learned, benefits, strength and weaknesses in the management of ocean observing systems, impact of the marine observing systems integration, and use of recommended standards on the operations of NMHSs, and NODCs, and some legacy recommendations.5. Lessons LearnedThe project report will provide a list of lessons learned, include (i) appropriate governance and mechanisms were in place, through JCOMM, to engage with all partners with potential interest in the development of the Pilot Project; (ii) the IOC provided excellent cooperation and there was established working relationship between the WMO and IOC Secretariats which built trust and shared the work; (iii) the benefits of the Pilot Project were well understood by all partners and the members of the joint Steering Group, and there was confidence that the synergies proposed between the WIS and the ODP of IODE would be productive; (iv) increased resources provided by both WMO and IOC Secretariats in support of the Pilot Project allowed synergies to be developed between many Expert Teams, Panels, and groups under JCOMM, IODE, CIMO, and CBS, and make achievements; and (v) past experience with regard to the End to End (E2E) technology developed jointly between IODE and JCOMM through the Expert Team on Data Management Practices (ETDMP).6. ChallengesProducing a business case before the end of the Pilot Project was a challenge, and it was agreed by the joint Steering Group to focus on the impacts/benefits/strength and weaknesses in the final project report.7. Implementation Priorities for the next periodFinalizing the project report including legacy recommendations. Conduct training Workshop on Marine Instrumentation for the Regional Association IV and ODP Data Provider training for African countries. Promote submissions to the data standards process and provision of datasets to the ODP.8. Resources StatusWMO and IOC provided resources in 2008 and 2009 to organize meetings of the joint Steering Group, three training courses, and ODP development.
