Co-Chair Varotto pointed out that he was Chairing the meeting on behalf of CEOS as an exception because, traditionally, the meeting was due to be held after the CEOS Plenary, with the incoming Chair. Because of time constraints, the meeting was held before the Plenary, therefore, he invited the incoming CEOS Chair, Dr. Barbara Ryan (USGS), to participate as she deemed it necessary, taking into account that this meeting would affect the development of IGOS activities during her term as Co-Chair. Adoption of the Agenda Agenda was adopted Review of previous session Review of the Meeting Record P13 The Record was approved. Review of outstanding action items from P-13, P-12bis & P-12 The status of the action items from previous meetings was reviewed and agreed (refer to Annex A attached for the current status as discussed at the meeting as well as new action items from P-13bis). 13-1A dedicated group is formed to evaluate the benefits of and process to review the potential to hold a side event at CSD 15. Leader: ICSU, Members: GCOS, WCRP, FAO, UNEP, WMO. IGOS P 13bis It was informed that ICSU prepared a proposal for the organization of such a side event, but also pointed out that it would not be leading this activity. Since no other Partner volunteered, it was decided that this Action Item be closed, unless there was a Partners offer to become the leader. 13-2IGOS Sec to provide to GEOSec a consolidated report on the results of IGOS workshops and relevant Partner meetings on socio economic factors.June 2006 It was agreed that this is relevant information that all organizations need to produce in order to justify and back its development activities. Partners and agencies were encouraged to send directly to GEOSec the information they have regarding workshops held on this subject. It was decided that an IGOS Sec consolidated report was not useful. 13-3IGOS Sec to provide a list of proposed candidates to represent IGOS-P on GEO Committees for approval by PartnersJune 30, 2006 It was agreed that participation in GEO Committees is important if IGOS wants to have an impact in the development of GEOSS. Participation in Communities of Practice was also emphasized. Partners were invited to inform Co-Chairs their offer of who they could support to participate as IGOS representatives in the GEO Committees and Communities of Practice. 13-4Theme Leaders Group to draft a proposal for terms of reference to be considered at IGOS P 13bis (S. Marsh)April 200713-5Theme Leaders Group to prepare a scoping paper on the value of integration of Themes (S. Marsh)April 2007 Both items were postponed for IGOS-P 14 13-7Co-chairs to convene a scoping study of the sustainability of the Theme Process beyond maturity. Example. Previous Actions 12bis-1Partners offer to the GEO SEC that IGOS-P will lead the GEO Task on helping to better define the requirements and priorities of the Health community regarding Earth ObservationsOngoing (IGOS is recognized as Leading Org for this task. A WHO representative joined IGOS-P13)as an observer Co-Chair Alverson indicated he had been in contact with WHO (Environment & Health) a month before, but had no results because WHO focuses on Societal Benefits for Health and does not appear to see Earth Observation as strong priority at present. He suggested interaction with WHO should be left to GEO and that IGOS should not lead this effort. B. ODonnell informed that GEOSec had sent a letter to WHO regarding this matter, but that they are waiting for their new director to be appointed. V. Ryabinin informed of the Earth System Partnership (ESSP), which is formed by WCRP (World Climate Research Program), IGBP (International Geosphere-Biosphere Programme), Diversitas and IHDP (International Human Dimensions Program on Global Environmental Change) which has started a Program on Global Environmental Change & Human Health. This could be a possible contact. Co-Chair Varotto indicated that there are activities under development in Argentina with respect to the application of Earth Observation information for Health, especially in the area of landscape epidemiology, in which there is cooperation with PAHO and UN in this subject, among other organizations, and offered the contact with them. G. Camara (INPE) indicated that Brazil has also had good experience in the health Societal Benefit Area. He pointed out the need for support by agencies involved, and that without provision of data there is no way to progress in this field. In this sense, pointed out that research in Health & Earth Observation must be funded by Earth Observation agencies. B. Smith pointed out the importance of not duplicating efforts when contacting possible participants. This should be taken into account in the discussions that will follow in the afternoon. Especially, it is necessary to work closely with GEO Sec to follow a thematic approach. It was recognized that GEO is making progress in the Health SBA and CEOS was encouraged to discuss this issue. 12bis-3Partners agreed that the Energy Theme was less well developed and further scoping would be required for a possible discussion at IGOS-P 13Ongoing In this subject, Brian ODonnell referred to a workshop held by IEA International Energy Agency. 12bis-5Partners will review the Land Theme report, which will be submitted for comments 5 weeks prior to IGOS-P13bis, in compliance with proceduresOPEN J. Townshend informed that the Land Report was not finished on time to be presented for approval at this meeting. 12-1IGOS Co-Chairs, supported by IGOS SEC and IGOS Theme leaders, to include consideration of socio-economic issues in the IGOS Process & Themes. Ongoing  IGOS Partners Reports CEOS SIT Report V. Liebig (CEOS/SIT Chair) reported on the status of CEOS activities in 2006. As a result of the CEOS Task Force Report, adopted at 19th CEOS Plenary in London, in November 2005, CEOS is undergoing a re-evaluation of its organization in order to re-affirm is role as space branch of GEO, this guided activities in 2006 . to reaffirm and expand CEOS as the space agency forum for coordination efforts to refocus CEOS priorities on the space-based observation requirements of GEO to improve the specificity, capacity and continuity of CEOS outputs to develop a CEOS Implementation Plan for Space-based Observations for GEOSS for that purpose that execution of this plan should drive the annual activities and meetings of CEOS and its reporting to GEO In particular, it was stated that efforts in 2006 have focused on initiating the CEOS Implementation Plan for the Space-based Observations for the GEOSS and on developing key components, namely The Climate Chapter (CEOS Response to the GCOS IP Report to UNFCCC COP-12) Those tasks common to the GEO WP (CEOS Response to GEO WP 2006) A new process to inspire and manage improved results in coordination efforts by space agencies The CEOS Constellations Although the report of the Task Force did not recommend any immediate changes in the membership of CEOS or its current commitments, it will be necessary to have a re-evaluation of the structure and participation in the Committee, in order to avoid duplication of activities and efforts. In this sense, CEOS invited partners to share their views regarding the future of IGOS-P, and for this reason an item was included in the agenda of IGOS-P 13bis. Way forward for 2007 Discussion of the coordination structures at P-13bis and the future role for the IGOS Partnership and the Themes in light of GEO Ensure Theme requirements are provided to the CEOS Constellation Team Leaders (4 prototype Studies) and reflected as appropriate in all actions defined in the developing CEOS Implementation Plan Support review of the Theme reports and Implementation Plans of the Land and Cryosphere Themes when available 3.2 Interagency Coordination and Planning Committee (ICPC) Keith Alverson (co-chair/IOC-UNESCO) reported that the Interagency Coordination and Planning Committee for Earth Observation (ICPC), with participation of FAO, ICSU, IOC, UNEP, UNESCO and WMO last met on the 13th of September 2006. The ICPC terms of reference include ensuring collaborative involvement in GEO, preparing joint interagency inputs to GEO meetings and GEOSS committees, and preparing periodic reports for consideration at the Consultation of Agency Executive Heads. The committee has additionally replaced the G3OS sponsors group as the interagency platform concerned with coordinating development of three co-sponsored observing systems GCOS, GTOS and GOOS. GEO RELATIONSHIP 4.1 Future of IGOS-P (requested by CEOS) V. Liebig (SIT Chair) presented a white paper prepared by CEOS/SIT, stating the current status of the Committee and its efforts to coordinate with GEO/GEOSS. This was followed by a discussion to analyze the status of IGOS with respect to GEOSS and its possible alternatives for continuation and collaboration with GEO. It was suggested that it is important to use the momentum created by GEO in order to achieve what IGOS Themes want to achieve in the implementation aspect. J. Townshend (via telephone) said that what has to be determined is how we can have an orderly transition from IGOS into GEO, and that GEO should be the one organization that can provide the framework for implementation. GCOS noted that the Theme reports do not include the implementation part, and that there is no implementation body in place to which the implementation can be assigned. Partnership should be an integration mechanism for the Societal Benefit Areas of GEO. If looked from the Committees of GEO, there has been not enough support to the Scientific & Technical Committee, for example, because so far it is still needed to have a justification from the Societal Benefit Areas point of view. For the case of IGOS, for example the Architecture and Data Committee, when it had to choose between using the structure of a Community of Practice and the IGOS Theme, the Committee of A&D chose the Community of Practice. It is also seen that Committees recommendations are not being fully taken into account by GEOSec. S. Ward said that, by default, GEO is taking over all the resources. IGOS has not been able to advance so far, and therefore has everything to win. In the worst case scenario, it would continue with its current pace. The question is how to implement IGOS Themes in the context of GEO. Also, another element is the need to have a clear idea of the real need to continue with IGOS meetings. Duplication of efforts has led today to a great number of poorly attended meetings, which can no longer be duly supported. R. Missotten welcomes the opportunity to have a brainstorming about these issues, but the objective should be that IGOS comes out stronger, because it is necessary to have strong lobbying in GEO/GEOSS. Co-Chair Varotto urges the group to keep focused. GEO is now a recognized intergovernmental forum, CEOS is determined to become the space branch of GEO, and IGOS should find its own place, being more than space. Answering to a previous questions, R. Gibson points out that IGOS is not the only one discussing these matters, CEOS has been undergoing a similar process during the last 2 years. In order to facilitate a discussion at IGOS-P on the future role of IGOS-P, Co-Chairs are invited together with Chair of SIT and the IGOS Sec, to discuss with GEO Sec Director and the Leaders of the IGOS-P Themes, with a view to delivering, not later that 31st March, 2007, a proposal for consideration at IGOS-P-14, including the implications its acceptance would have on the future of IGOS-P. Because of the importance of the subject, it is vital for all Partners to be represented at IGOS-P-14. As a result from the discussions, it was decided that Co-Chairs will talk to Partners present at GEO III in order to form an Ad Hoc Group that will elaborate a paper on the future of IGOS-P and the relationship with GEO, to be discussed at IGOS-P 14 in May 2007. 4.2 IGOS inputs to GEO Workplan 2007-2009 At IGOS P 13, in May, it was proposed that Theme Leaders sent their inputs to the WP to the Co Chairs to prepare a coordinate IGOS-P response, but this did not work out, so Theme Leaders were encouraged to send their inputs individually, with copy to the Co-Chairs, and only Geohazards sent some information. 5. Theme Reports Updates Cryosphere (V. Ryabinin) Cryosphere Theme has finished its draft report, which has been published in the website for review and comments. The document is a comprehensive report, in which 50 people from 14 different countries have participated. The website also includes a forum and a blog for the cryosphere community to review and comment the report. For the preparation of the document, 3 meetings were held, supported by CSA, JAXA and NOAA/NASA. The report is divided into 8 different chapters each devoted to an individual cryosphere element. It also contemplates integration and implementation of the system. It foresees a timeframe of 10 to 15 years of observation and expects to generate resources for the observations and stronger commitment by observing system operators in developing the system and sustaining it. It points out the need for all IGOS Themes to look at possible ways of integrating data and use visualization and analysis systems in common. They echo the constellation effort proposed by CEOS and highlight the importance of the interoperability of systems and the data distribution process. International Polar Year begins in March 2007, there will be an official opening by the end of March. The team would like to have the report printed in time for its distribution at the inauguration of IPY. Although the Partners understand the importance of presenting the report at the ceremony, the time available is not enough to fulfill the requirements of the approval process for IGOS Themes, and there is no way to rush it to be on time. Therefore, it was agreed that the Cryosphere team prepares the report for its final revision and presents it to the Partners 5 weeks before the next IGOS P meeting, that will take place in May, in Paris, and that for the inauguration of IPY, a version with a cover indicating it is a Draft, is distributed. GGOS (H-P. Plag) At IGOS P-13, GGOS was invited to start the preparation of a Geodetic Theme Report. They are currently working on a strategy paper called The Global Geodetic Observing System meets the requirements of a Global Society in a Changing Planet in 2020. The extensive timeframe was decided taking into account the relevance of the space component in this area and therefore, to allow for sufficient time for the missions to come. Before starting the preparation of the IGOS Theme, they are working on a Strategy and Reference Documents requested by the GGOS Steering Committee. These documents will serve as basis for the Theme report, as the strategy paper covers requirements for the elaboration of the report. Work is well advanced and the Strategy document will be available by March 2007. The GGOS Report proposal will be ready by the end of April, on time to be discussed in IGOS P-14. Theme Leaders are encouraged to respond to any requests from the team preparing the Geodetic Theme proposal. Atmospheric Chemistry (B.ODonnell on behalf of Len Barrie) Len Berrie is the new Director of Atmospheric Research Program WMO. WMO through atmospheric research commission approved that WMO will lead the implementation of IGACO. It needs to identify leaders for four areas ozone, greenhouse gases, aerosols, and air quality. Ozone is already provided by the Finnish Meteorological Institute, so three more volunteer leads are needed. Global Atmospheric Watch program will lead implementation of the proposal for the next 7/8 years. Ocean (K. Alverson) The Ocean Theme is a strategy for developing and sustaining the ocean observing system based on research efforts and operational community for the benefit of a wide range of users of the data. Existing report was published in 2001 and is available in the website. It was the first Theme to go through the rolling review, and is working on a report to analyse its accomplishments so far, the major challenges existing today, what changes will be needed in the light of new Themes with some overlapping objectives, and GEOSS, the possibilities for the implementation of the Ocean Theme, and, looking at the overall strategy and the pitfalls to avoid in the future. The report has been written, its 4th draft version has been sent recently, but this is a fully voluntary effort, there is no support for the team. So far, there are no resources for printing the report. Looking at the relationship with GEOSS, it can bring visibility to the Theme, but more important will be that it can become a channel for obtaining resources for the ocean research. In return, the Ocean Theme can be in itself a contribution, as well as participating in the Work Plan tasks. Although it is important to keep realistic and do not oversell the Themes. Participation is voluntary, and participants dedicate part time to the activity. It would be impossible in the case of the Ocean Theme to lead a GEO task. Challenges identified for the future are: the lack of national entities around the globe with a clear ocean research objective, responding to the needs of users, transitioning proven projects into operational mode, tailoring services to local needs, and integrating the ocean strategy with other Themes, and GEO. Coastal Theme (K. Alverson on behalf of Paul Di Giacomo and Liana McManus) Published by IOC in February 2006, and it is available in the website. Its objective is to have integrated costal observations, and IOC participates for the Ocean side and FAO for the terrestrial side. It works with the GEO Coastal Zone Community of Practice, which was approved, but they still have to elaborate on the way this is going to work. Propose to form a panel, subject to adoption by the participating bodies. The report was published recently. As regards to the question on continuation of Themes beyond maturity: It is on the IGOS agenda to decide what Themes are supposed to do after they have published their first report. Guidance is needed by the Theme Leaders to go on. The main problem is not having enough resources. It would be better if one of the Partners decided to support the review directly. The Partners will provide Theme Leaders with feedback on the rolling review process in the context of GEO. Geohazards (R. Missotten on behalf of Chairs) Geohazards is doing well in implementation thanks to the creation of the Geohazards Bureau, supported by the Geological Survey of France and ESA. The IGOS GARS Geohazard Joint Committee is chaired by UNESCO and currently includes the British, French and United States Geological Surveys, NASA, the European and Japanese Space Agencies, the International Consortium on Landsides, the Federation of Digital Seismograph Networks, the World Organization of Volcanoes Observatories and the Global Geodetic Observing System. They will have a meeting during GEO IV in Bonn, the meeting is open for the participation of all Partners in order to foster cooperation with other IGOS themes as well as with UIC of GEO and the communities of practitioners. They have Created Geohazards Network in order to create a more integrated community of practitioners. In addition, a metadata base is being created to inform the community on data collection activities carried out around the world. An electronic newsletter was created. A series of international workshops took place during the period 2004/2006, and it was decided to organize regional workshops. The first one was in Malaysia organized in conjunction with GEO/GEOSS. They have a proposal from Colombia to organize the next regional workshop for Latin America in 2007. Cooperation with GEO/GEOSS was strongly enhanced by the recruitment by the GeoSecretariat of a dedicated officer for coordination in the area of disasters, and this has helped to build a strong relationship with GEO/GEOSS and advance in their work. UNESCO hosted the first GOE/GEOSS Capacity Building and S & T committee meetings in Paris. UN General Assembly has declared 2008 as the International Year of Planet Earth. IGOS Geohazards will make sure that special outreach activities are done in this period. Water (Richard Lawford) WMO started to serve as Executive and hired secretariat support. JAXA provides Secretariat support to the Scientific Committee. In September 2006, JAXA organized the Asian Capacity Building Workshop in Bangkok. There has been progress in the plans to implement workshop and activities for the GEO Water program in the GEO 2006 Work Plan. 3rd Water Cycle work planning meeting, together with CEOP Meeting in Washington DC, at the National Academy of Sciences, in March 12-17. Water Cycle Science Advisory Group activities include joint session with international association of hydrological sciences. A joint event with GEO was held at the World Water Forum in Mexico (March 2006). IGWCO Theme report published in 2004 with sub activities: specific issues, integration issues, applications. Precipitation: continued intercomparison Project for high resolution products generated with satellite data. Soil Moisture Working Group: since NASA cancelled the Hydros Mission, work goes on with SMOS to identify in situ information for models validation Water quality: Remote sensing of water quality has potential, particularly with optical observations (large spatial coverage, simultaneous sampling) as an alternative to expensive in situ measurements. Planning going on for the 1st GEO Inland and Near Shore Coastal Water Quality Remote Sensing Workshop in late February, in Geneva. CEOP: progressing efforts to complete 2002-2004 data sets in a fully integrated way, bringing models data together with satellite data, in situ measurements of selected reference sites around the world. Prototype of global observation of Water System of Systems. Interoperability concept is considered. They are testing with archives in different locations. Also, CEOP has expanded within GEWEX: 6 active continental scale experiments will be merged with CEOP. Capacity Building: Buenos Aires Workshop (October 2005) continued in follow up meeting for preparation of a proposal for GEO Work Plan. The idea is to build on the experience of the Tiger program and provide equal ownership of agencies and regional leadership. Bangkok Workshop was a success thanks to JAXA (121 participants). The objectives were: exchange of best practices information and available data and tools for applications, consolidate regional requirements and discuss and propose regional Capacity Building activities. It was decided that it will be carried out in the context of the new Asian Water cycle Initiative. Ground Water Workshop: in the context of the new working group (IGWCO, UNESCO Ground Water Program-IHP and GARS) a workshop will be held at UNESCO on remote sensing applications and in situ water measurement. Surface Water Workshop being planned Water cycle Community of Practice (GEO) is under development, following the lead of the Coastal CoP. How to make data and products available and establish links with GEO, space agencies, UN Water Agencies, other CoPs national water programs, industry. It was pointed out by Co-Chair Varotto that after the CEOS Plenary the next day, CEOS Chair would pass to Dr. Barbara Ryan (USGS), who would also be IGOS Co-Chair during 2007. Co-Chair Alverson informed that the next Partners Co-Chair will be UNESCO, and that the name of the Chairman will be informed in the coming months.
