A Community White Paper for Data Buoys was prepared for OceanObs09 in Venice, and numerous letters written on administrative matters, as well as to NESDIS regarding the ongoing blind orbit problem. 4.1.2 The Panel noted with appreciation the chairs proactive role in developing links with possible new action groups, with GHRSST, and with service providers such as Iridium. 4.1.3 Finally, the chair noted that he would step down at the current session, and thanked all participants, past and present, for the generous and able assistance given to him over many years in pursuit of the DBCPs objectives. While it was accepted that the JTA had no official intergovernmental status within WMO or IOC, it nonetheless had been noted as a collaborative mechanism of benefit to intergovernmental bodies (such as the DBCP) in both WMO and IOC Executive Council papers. CLS were anxious to maintain this informal status in order to protect their position within the multi-agency environment that governed their operations. The JCOMM OCG meeting in March was a valuable occasion to interact with representatives of other observing systems and identify common concerns and opportunities, including the future shape and location of JCOMMOPS. One major concern was the lack of dialogue between the bodies that established standards for observing systems and those who were charged with implementing them. It was agreed that a much closer interaction between the standards setters and the implementers was essential to ensure efficient use of resources and avoid unnecessary and duplicated effort. A first and very positive step towards this (with GHRSST) is described later under agenda item 9.7. The scientific steering teams for the two wave pilot projects met at Scripps Institute of Oceanography in May, kindly hosted by Julie Thomas, Peter Niiler and Luca Centurioni. These meetings clarified the objectives of both projects and allowed realistic action plans to be developed. The opportunity was also taken to deliver a seminar to the Marine Physics Lab at Scripps on developments in buoy technology for polar studies. Following this meeting, the SOT held its biennial session in Geneva, and the participants wre brought up to date with DBCP progress in implementing new communication systems for data collection and GTS insertion. The session was also reminded that one of the main reasons behind the creation of the DBCP had been to stem the uncontrolled proliferation of GTS data insertion by LUT operators, a proliferation which had resulted in the circulation of significant quantities of poor quality data and near-universal loss of confidence in drifter data. The increasing number of GTS entry points for Iridium data presented the same risks a situation that was undesirable and needed to be closely monitored. A number of rather short visits were made to IOC over the summer to attend the IOC Assembly, a pre-JTA meeting, and to deal with a number of documentation and planning issues in relation to the forthcoming sessions of the DBCP, Argos JTA, OceanObs09 and JCOMM-III, including the preparation of a Community White Paper for OceanObs09 on data buoy activities (link to paper posted at http://www.oceanobs09.net/blog/?p=713). The Chair continued to actively promote the Iridium Pilot Project in as many ways as possible, and to engage with manufacturers, service providers and the buoy data user community in identifying future actions and evaluation opportunities for the Panel. This included a meeting with Iridium Satellite LLC at their European headquarters, during which the possible creation of a not-for-profit Iridium reseller for scientific users was discussed. Further discussions on the creation of new action groups has also taken place. The Chair also updated the Executive Board regarding intersessional developments on a number of occasions, and wrote several letters to the Secretariats on behalf of the Panel and the Executive Board regarding travel and funding arrangements for the chair, other DBCP delegates, and the JCOMMOPS TCs. A letter was also written to David Benner at NESDIS regarding the ongoing lack of blind orbit coverage from the Svalbard antennas, and to the SAWS regarding its support for Johan Standers travel to DBCP sessions.
