This project will be jointly collaborated among member states particularly members of WG 6, in collecting and compiling documents into a popular presentation of a good practices book. Some experiences of different characters of tsunamis throughout Indian Ocean and also the globe, will enrich the shared experiences. The project will take approximately 10 months of proccess to produce one document, and be distributed among member states as reference. The book will take some references already worked by other working groups, e.g: the development of the IOTWS and updates on NTWCs as wells as RTWPs (WG 5), and taking the significance to refer the importance of assessing risks before developing community preparedness measures (WG 3). Some good practices and last mile community preparedness tools are already exist. This shall also included within the book. At the end, the book shall bring into being, a response to the need for reference in addressing the missing puzzle within the warning system; community preparedness. BACKGROUND The Indian Ocean Tsunami Warning System had reached its first five years of development, post tsunami Aceh-Nias catastrophe 2004. Only from the past two years that the system starts to put its attention to the last mile of the warning, which is community preparedness. In this aspect, it is imperative that community benefits the development of the system. How community recieve timely warning information, react timely and effectively in perceiving the information and posses the life skills and know-how in reducing risks, can the system be contributive. At last, the aim of the technology-based and sophisticated networks of network system development throughout Indian Ocean countries, is to save lives. In many countries, there are many conditions and settings that allows the system work, but at the same time many impending issues also exist. The purpose of this project, is to document such existing conditions, to be wide-spread throughout Indian Ocean countries, enabling each member states to comprehend better on the complexity yet crucial last mile of the warning system. In the short future, such documentation shall be a strong reference to help member states further develop their community preparedness and response strategy, and even more, help other countries to overcome barriers in developing their states level of preparedness at different level. OBJECTIVE To develop a book that gathers documents of different lessons learnt with emphasises on warning dissemination in different countries, different tsunami lead time, different social culture and technological settings, and also share challenges as well as good practices and inspirational tools to be adapted. This should be among of the short term strategy for Working Group 6 /IOTWS as a joint collaboration, with support from related international organization. BOOK DRAFT OUTLINE TITLE: PREPARING THE LAST MILE OF THE INDIAN OCEAN TSUNAMI WARNING SYSTEM - Compilation of Some Good Practices in Tsunami Warning Dissemination - CONTENTS: Learning from the Past This chapter delivers background experiences of different tsunami characters e.g: Far field tsunamis in Chilli, Japan and Aceh-Nias. Near field tsunami such as Flores-NTT Indonesia, and land-slide tsunamis such as in PNG. Wave recipient countriesof far field tsunamis such as Kenya, Seychelles, Tanzania, Yemen with no clue of groundshakes and rely heavily on the system is also shared. Developing the IOTWS This chapter describes the update status of the high-end development of the IOTWS, progresses made in NTWCs and RTWPs, may include some challenges addressed within the development (such as vandalism, etc) The Importance of Assessing Our Risks This is to refer the Risk Assessment Guidline (produced by WG 3), only to underline the importance in relating such reference in developing tsunami preparedness strategy at different level by different users Good Practices Around the Indian Ocean Countries This chapter allows all member states to share their good practices in implementing community preparedness, with focus on warning dissemination. It shall include development and integration of SOPs at different level to respond the important messages coming from NTWCs / RTWPs. Samples of drilled communities in receiving official warnings from authorities and NTWCs are welcomed. Some Challenges in Tsunami Warning Dissemination As the missing link within the system, addressing challenges in warning dissemination is likely to be met in all member states and countries. This chapter aims to map down common and unique challenges in warning dissemination, which is important to be addressed to other working groups, to then understand the thresholds of the end-to-end system. Role of Media in Warning Dissemination Media can play two sided blades, in socializing the development of the warning system, as well as to disseminate the warning itself. Different strategies and capacities of media at all level in warning dissemination shall be shared within this chapter. Some Useful Tools in Developing Community Preparedness Tsunami Warning System checklist, Community Preparedness Assessment Framework, Coastal Community Resilience are among the useful tools, briefly described in this chapter, made in order to tailor different needs in strengthening community preparedness within the development of a tsunami warning system. Lessons from the first Indian Ocean Wave Exercise 2009 Some brief shared experiences on the half-end of the Indian Ocean Wave Exercise shall be documented as well. Many countries planned to participate, involving public participation within the exercise. A strong emphasis on medias role will also take place. This should be an important lessons learnt as well.
