It presents recent progress and developments. GOSIC Overview The Global Observing Systems (Global Climate Observing System (GCOS), Global Ocean Observing System (GOOS), and the Global Terrestrial Observing System (GTOS)) provide global and regional data sets and analyses for research into global change; for operational oceanographic and meteorological services; and for monitoring, detection of change, and prediction of future conditions. This is achieved through the design and implementation of observation systems for atmospheric, oceanic, and terrestrial domains. The Global Observing Systems also develops specifications for data management systems that integrate and analyze the data, produce graphical and other presentations (data products), deliver data and data products to users, and provide for long-term archival of the data and products for future users. Additionally the Global Observing Systems have identified historical data sets of use in understanding the present state of the global environment and change that has already taken place. In general, the Global Observing Systems Information Center (GOSIC) seeks to: (1) provide for searches for data and information across all participating Global Observing Systems data centers using the Internet; (2) return results regardless of the data format, or where the data are located; (3) provide results back in a standard easy-to-read, easy-to-understand format; (4) allow users to determine the type and quality of the data through documentation provided by the participating data centers; and (5) allow users to obtain data sets. The GOSIC does not in and of itself hold data. Rather, it maintains metadata (information about the data sets that are available in the three programs) and points to the data centers for the data and information. The GOSIC does not create or modify the presentation of data. If the data centers identify the program that was the source of data and information on a database or product, then the acknowledgement will appear in the GOSIC. These data links and information such as observing requirements, planning documents, data management plans and publications can be found on the GOSIC Portal ( HYPERLINK "http://gosic.org" http://gosic.org). The GOSIC, in a collaborative project with NASA, uses the Global Change Master Directory (GCMD) to provide users with metadata on the global observing systems data sets. As a regional portal facility, the GOSIC serves as a central clearinghouse for gathering hard-to-obtain national atmospheric, oceanic, and terrestrial climate related datasets. The GOSIC is supporting regional implementations such as for the Pacific Region and the Global Ocean Observing System Regional Alliances (GRA). As such, a single entry point for Users best serves the distributed nature of the Global Observing Systems data and information systems. As envisioned since its inception in the late 1990s, the GOSIC provides a central source to explain the Global Observing Systems data system and provides integrating overviews of the data, information and services that comprise the Global Observing Systems. The GOSIC offers a search capability through search mechanisms, portals and matrices, optimized for Global Observing Systems data centers, to facilitate access to a worldwide set of observations and derived products. The GOSIC provides a comprehensive list of data sets for the three observing system. This cannot be obtained using generic queries such as Google.com. Links are verified and kept up to date with the help of the World Data Centers. Several data access products developed by the GOSIC are unique. The GOSIC has developed Data Flow diagrams for several programs. These are a popular feature on the GOSIC Portal. Several matrices provide quick overview and access to data. The GOSIC has been operational at the NOAAs NCDC since January 2007. The GOSIC is presently being supported by NOAAs NCDC and the US GCOS program. The GOSIC Portal statistics are now being collected by NCDC as part of its web farm and averages about 3000 hits per day. GOSIC Status - General . The GOSIC Portal is a registered component of GEOSS and serves as a community portal for the global observing systems community. The GOSIC Data Registry is a registered data service on the GEO Portal and offer access to GTOS, GOOS and GCOS data to the global observing community including GOOS Regional Alliances (GRA) data. The GOSIC is part of the GEOSS Data Access task (DA-07-06) and provides input to the Architecture and Data Management (ADM) group. The GOSIC Portal GOOS National Activities Summaries ( HYPERLINK "http://gosic.org/goos/GOOS_nat_commit.htm" http://gosic.org/goos/GOOS_nat_commit.htm) web page has been redesigned. The page is updated monthly. The GOOS content on the GOSIC Portal was updated per input from the GPO. The GOSIC data access matrix development is continuing with the development of the GOOS Ocean Data and Essential Climate Variables matrices and the update of the GTOS matrix. Development is being done with input from the GOSIC user community, NCDC Climate Services Division, NOAA Office of Climate Observations and the GOS Secretariats. Implementation of the new matrix is waiting on the GOSIC being able to hire a new programmer. The GOSIC and the NOAA National Climatic Data Center (NCDC) are working to develop an ISO23950-compliant catalogue search facility as a Discovery Access and Retrieval (DAR) component ofthe World Meteorological Organization (WMO) Information System (WIS). The DAR service is under development and will be deployed as part of a Services Oriented Architecture (SOA) with metadata catalogue creation and maintenance, discovery operations, and access and delivery operating as separate services. Initial capability for the DAR service is targeted for mid to late 2009. The GOSIC is continuing content management support for the World Data Center for Meteorology Asheville web site ( HYPERLINK "http://www.ncdc.noaa.gov/oa/wdc/index.htm" http://www.ncdc.noaa.gov/oa/wdc/index.htm) The GOSIC is a member of the GSSC outreach committee and provides support as needed. The GOSIC staff provides outreach to the community by providing lectures and presentation to schools, colleges and at conferences on the Global Observing Systems and sometimes with the use of the NOAA/NCDC Magic Planet. GOSIC Status Support of the regional observing systems The new joomla-based PI-GCOS web site (http://PI-GCOS.org) is online after development by the GOSIC and has been released to the Secretariat of the Pacific Regional Environment Programme (SPREP)) based in Samoa. SPREP will administer the site with support from the GOSIC for training and Joomla application development. Several Pacific Islands Meteorological Services host their web sites on the PI-GCOS portal. Training and support to staff is provided by the GOSIC on an on-going basis. The PI-GOOS (http://PI-GOOS.org) and Pacific-HYCOS (http://Pacific-HYCOS.org) web sites were released to the Pacific Islands Applied Geoscience Commission (SOPAC) after development by the GOSIC and are now administered by webmasters at SOPAC. Training and support to staff is provided by the GOSIC on an on-going basis. The GOSIC is continuing content management support of the US-GCOS web site ( HYPERLINK "http://www.ncdc.noaa.gov/oa/usgcos/index.htm" http://www.ncdc.noaa.gov/oa/usgcos/index.htm). Christina Lief attended to the Fourth Forum of the GOOS regional Alliances, 25-27 November 2008, in Guayaquil Ecuador and made a presentation to the GRA on Enabling Data and Information Exchange for the GOOS Regional Alliances through the GOSIC Portal. The GOSIC Portal now has a GRA web page. GRA data has been registered and a search capability developed for GOOS Regional Alliances (GRA) data on the GOSIC Portal. Users can easily access GRA data by accessing the GOSIC Data Registry ( HYPERLINK "http://gosic.org/Datasets/ds-report.asp" http://gosic.org/Datasets/ds-report.asp) and choosing GRA in the Program/Element list. This will list all the GRA data sets available. Data can also be searched for individual GRAs. The GOSIC is working with individual GRAs to further populate the GOSIC Data Registry. The GOSIC Data Registry is available on the GEO Portal as a data access service. The GOSIC works in cooperation with the NASA Global Change Master Directory (GCMD) for data sets metadata and is registering metadata for global observing system data which includes GRA data sets.
