ODINWESTPAC has been continuing to be coordinated by China since the WESTPAC-VII which was held in Malaysia 2008. It was set up primarily to provide an effective capacity building framework, to promote regional collaboration in marine data and information and products sharing, to develop cooperation with other ODINs and international and regional projects/programs, and to provide data and information services mainly for the WESTPAC member states and other users. During 2008 to 2009, ODINWESTPAC has been undertaking several activities: A Project Coordinating Group was established. Information was collected on focal points for data and information management in Thailand, Malaysia, Japan, Australia, United Kingdom and Vietnam; three technical working groups to work for the project in the host center----NMDIS were set up and taking activities; hardware and software for constructing the website were purchased by NMDIS and put into use; the preliminary structure of the website has been completed and open to service prior to IODE-XX; according to the work plan, data and information collecting is under way and some from MNDIS has been available on the website. ODINWESTPAC is planning to organize a working group meeting for focal points of member states, to develop a strategy and working plan for the project, to carry out training course and to implement capacity building activities in the next step. The delegate will note that there is still insufficient participation from the region in the project. WESTPAC member states will be invited to actively participate in ODIN-WESTPAC and to contribute resources to the project. The delegate will request IODE and the IOC-WESTPAC Secretariat to enhance coordination and give financial support to the training course and Steering Committee Meeting of the project. Website Development (1) Infrastructure Construction a. Purchased two HP DL580 G5, a DELL OPTIPLEX 755, WINDOWS SERVER 2003 operating system and MICROSOFT SQL SERVER database management system that used for database construction and network service. Applied two websites www.odinwestpac.org and  HYPERLINK "http://www.odinwestpac.cn" www.odinwestpac.cn for oceanic data and information integration, try to build a WESTPAC website of easy data access and communication. At present, the preliminary structure of the website has been completed and being integrated on PC. (2) Website Development a. For information area, we determined to use Dspace software as basic software platform after careful research and comparison with a number of information management software. Dspace, which was co-developed by Massachusetts Institute of Technology and Hewlett-Packard, is a digital library system for storing, indexing of documents in digital format. As an open-source software, Dspace has free access to the internet and could be re-developed by users. It is able to meet the need of building web pages for ODINWESTPAC and is under test now. Web pages designed for information part have been completed. Now we are preparing materials to be uploaded into the pages, trying to build a user-friendly website that is easy to manage and update. Information to be loaded into ODINWESTPAC is under collection, which includes: - Directory of research institutions and experts in the region; - A regional e-repository of scientific publications published by WESTPAC experts; - Directory of publications in the region; - Marine library and website in the region. b. For data exchange and service, we chose Oracle software for data management, which includes: - Metadata and Data format - Basic Oceanographic Data; - Marine information products; - Marine Forecast Service. 3. Integration of Oceanographic Data/Information and Products Make full use of member states data and information and global oceanographic data to develop products of different types for different users. Collect data, information and metadata from member states, extract metadata through data standardization and quality control to form standard data and metadata. Data and information we plan to upload into the website are as follows: Basic Oceanographic Data Marine environment monitoring data international exchange of information on temperature and salinity, surface current data, ARGO buoy data, sea surface meteorological observing data, data of Nansen Observing Station, marine biological data, oceanic buoy data, marine geology and geophysical data, global telecommunication system etc. Marine data products More data products will come from member states. For example, China will provide coastal environment statistical analysis products, oceanic parameter data assimilation products, marine environment remote sensing products, sea surface meteorology data and products, temperature and salinity distribution map in the Pacific Ocean, assessment of the influence of marine environment to the earth, China Marine Environment Quality Bulletin, China Marine Economic Statistics Bulletin, Sea Area Use Management Bulletin, China Marine Satellite Application Report, China Oceanic Hazards Bulletin, China Sea level Bulletin, Marine Law Enforcement and Supervision Bulletin, Monthly Report on National Ocean Dumping Management EL Nino Monitoring and Prediction. And other member states will come more data products. Marine Forecast Service More marine forecast service will also come from member states. China will come the products like Daily Wave Forecast, Wave Analysis Chart, Three-dimensional Sea Temperature and Currents Forecast, Seasonal Sea Temperature Forecast, Sea Temperature Scene Analysis Graph, Tide Forecast of Main Ports. And other member states will provide more different products. 4. External Contact Adequate data and information is prerequisite for building an ODIN that provides data access and communication. Therefore, besides browsing the web sites of IOC, IODE and WESTPAC regularly to find useful information, in purpose of promoting the process of building ODINWESTPAC, obtaining important data which will be displayed on the website, we made contact with member states under the help of Mr. Peter Pissierssens, Director of IODE Project Office and Mr. Zhu Wenxi, Acting Head of IOC Regional Secretariat for the Western Pacific, requesting each member state to nominate coordinators for data management and information management. However, most member states seem to be inactive in responding. Till now we only received feedback from Thailand, Malaysia, Japan, Australia, United Kingdom and Vietnam. Other member states in the region will continue to provide the information of focal points 5. Training and workshop Plan to carry out training and workshop for technical staff of member states to deal with timely access to information processing technology and product design and development technology and to enhance communication among member states via the internet. The main content of training course is as follows: database management, network construction, data processing, quality control, metadata extraction and related technologies,etc. PROBLEMS ENCOUNTERED In general, most activities of the project are going smoothly, except that we still lack of adequate attention from member states. Data and information provided by member states is strongly requested. We still need to make effort in raising attention of member states, make sure all of them nominate focal points for data management and information management. Besides, capacity building and training course have to be strengthened.
