To assist you with identifying a relevant expert please find the Terms of Reference and selection criteria in Annex I. We will appreciate your reply by 1st September 2017. Nomination of member of the Joint IODE/IAMSLIC Group of Experts on Marine Information Management (GE-MIM) At its 24th Session, the IODE Committee recommended to continue the GE-MIM in a transitional capacity until the 25th Session of the IODE Committee in 2019 but revising its terms of reference and renewing its membership, as shown in Annex II. In order to select the four members from IODE, we will appreciate if you can nominate a relevant experts for the Group. To assist you with identifying a relevant expert please utilize the same Terms of Reference and selection criteria as for the IODE national coordinator for marine information management, attached in Annex I. We will appreciate your reply by 1st September 2017. Promotion to join IODE as Associate Information Unit(s) (AIU) amongst national marine information management facilities (marine libraries) Marine information is essential in transforming ocean observations into ocean knowledge and Marine information managers (librarians) are key partners in this process. In the same way as we see an increasing number of projects, research groups, programmes or organizations that manage and disseminate their own oceanographic data, there is also a large number of marine libraries that are currently not connected to the IODE network. In order to remedy this situation and considering the success of the Associate Data Units (ADUs) as key partners in realizing the IODE objectives, the IODE Committee, at its 24th Session, established IODE Associate Information Units (AIUs) as a new structural element of IODE. The terms of reference are attached in Annex III. With this letter we wish to request your assistance in promoting this new possibility to join the IOC/IODE network by inviting the marine information centres/marine libraries in your country to consider joining IODE as Associate Information Units. If possible, we will appreciate receiving a list of marine information centres/marine libraries in your country and their contact information so we can possibly contact them directly. For further information and application details please contact Peter Pissierssens, Head IOC Project Office for IODE, through HYPERLINK "mailto:p.pissierssens@unesco.org" p.pissierssens@unesco.org. IOC Circular Letter No. 2125 (21 August 2005) invited IOC Member States to nominate suitable experts. The objective of this decision was to obtain a more balanced representation between ocean data and information management at IODE Committee Sessions. The Role of IODE National Coordinators for Marine Information Management (MIM) was defined (in 2006). The most recent revision of the Terms of Reference of the IODE National Coordinators for Marine Information Management was adopted by the 22nd Session of the IODE Committee (March 2013) through HYPERLINK "http://www.iode.org/index.php?option=com_content&view=article&id=363&Itemid=100078" Recommendation IODE-XXII.3(based upon a recommendation of GE-MIM-XII): Act as a point of contact for marine librarians and marine information managers in their country, in order to liaise with the IODE community (via the GE-MIM) on matters of importance to MIM; Act as a communicator of IOC activities and initiatives to the national MIM community and beyond; Provide assistance and support to the GE-MIM on IODE programme activities at the national or international level; Establish a national working group that will create a national network of marine related libraries/marine information centres for their country or participate in existing related networks; Highlight and identify issues and participate in discussions of national importance relating to MIM with the GE-MIM and the national MIM community (such as capacity building and professional standards, technological innovations and policy, communications and collaboration, national and international MIM resources); Liaise with the IODE national coordinators for data management, the NODCs and ADUs, taking into account the role and expertise of marine information managers in data management; Provide reports to the IODE Committee (or IODE Officers), highlighting needs and issues that should be addressed by GE-MIM, for consideration by the IODE Committee or IODE Officers. The Committee or IODE Officers can then instruct the GE-MIM to deal with these needs and issues; Participate in Sessions of the IODE Committee. In addition GE-MIM-IX recommended that the following criteria be applied by IOC Member States to identify IODE National Coordinators for Information Management: Responsible for a major marine library and information service Should have a senior position in a marine related library or information centre Should have librarian qualification or equivalent experience in a library Interested in new developments in library and information science Should be allowed by their parent institution to attribute time to the fulfilment of the role of IODE NC for MIM Should be provided with necessary financial support to enable participation in Sessions of the IODE Committee Annex II Recommendation IODE-XXIV.1 Revised terms of reference of the Joint IAMSLIC/IODE Group of Experts on Marine Information Management in a transitional capacity The IOC Committee on International Oceanographic Data and Information Exchange, Recalling Recommendation IODE-XXII.1 establishing the Joint IODE/IAMSLIC Group of Experts on Marine Information Management, Acknowledging the past accomplishments of the Joint IODE/IAMSLIC Group of Experts in Marine Information Management, Recognizing the need to move IODE towards a new management structure, Noting the importance of marine information to the IOC Strategic Goals, Recommends to continue the GE-MIM in a transitional capacity until the 25th Session of the IODE Committee in 2019 but revising its terms of reference as follows: Promote amongst the marine information community applications to join IODE as IODE Associate Information Units (AIU), Design the AIU Application Form and Process, Review and approve (as appropriate) applications of AIU candidate centres, Identify suitable joint activities between IODE and IAMSLIC, Draft terms of reference for the proposed IODE working group on marine information management, for submission to IODE-XXV, Membership will be renewed and comprise up to 8 members, including: Four members nominated by IODE Four members nominated by IAMSLIC.
