Introduction These notes consolidate the outputs from a number of recent meetings and discussions and outline a plan for how the GSSC Outreach, Advocacy and Role of Industry Working Group might work over the coming twelve months. Our first year of activity has produced some very positive progress against the ambitious targets set for the Group at GSSC X. During the course of the last twelve months we have also started to link together a number of previously disconnected initiatives concerned with advocacy for Earth observations in general and ocean observations in particular. In the coming twelve months we need a plan to build on the progress made so far. We also need to modify our mode of operation to reflect the increased complexity of the tasks that need to be completed and the greater number of individuals and organizations involved. The intention of this note is to define key areas of activity for the coming months and to assign each to a small Work Package Group who will take responsibility for progressing it. It is then the intention that these Work Package Groups will report progress through regular, but perhaps less frequent, Working Group telephone conference calls. The following is an outline draft with suggestions for the composition of each Work Package Group and forms the basis for discussion at our next telephone conference call. In the spirit of our largely volunteer activity all Work Packages should be open to anyone willing to make a positive contribution and we can expect the groups to expand and contract based on who wishes to contribute and how we choose to allocate our limited funds. 1. GOOS communications package The communications package being prepared as part of the US Integrated Ocean Observing System initiative contains all of the elements needed for a package to promote GOOS more generally. The pack is to comprise: A high level mission statement (i.e., 3 key messages); A one page elevator message that succinctly captures the benefits of IOOS (problems IOOS will help solve) and describes what IOOS is; A more detailed supporting document which expands on the mission statement and elevator message in non technical language for the non specialist who wants to get a bit more detail; A standard set of visuals from which to draw material to support presentations about IOOS; A series of case studies that demonstrate specific societal and business benefits of IOOS and which can be used to support communication with a range of public and private beneficiaries; A short DVD/CD/video that conveys the key messages in a captivating way. The intention is to take the outputs of this package and make them widely available (via the oceanunited.net site) for use in promotion of GOOS more generally. Where necessary the material may have to be tailored to particular geographical regions and particular audiences. It would also be desirable to start putting together an ocean observation and forecasting image library from which material can be drawn to support presentations and production of promotional material. The production of the IOOS communications package is being led by Timi Vann at the NOAA IOOS office. The concept of using this material more widely and of using the oceanunited.net site for distribution has been discussed at the last IOOS messaging group meeting. Suggested Work Package Group This Work Package Group should comprise any communications specialists that are already engaged in production of promotional material. So far we have a number of participants who have specific skills to offer. From POGO we have the involvement of Kim Marshall-Brown, John Gunn has offered support from the communications group in CSIRO and Timi and the messaging group at NOAA IOOS and Ocean.US may wish to participate. 2. Industry Advocacy Our efforts are tightly focused on establishing a high level advocacy group comprising a cross section of major multinational businesses that will benefit from GOOS in optimizing their profitability, ensuring that they operate safely and ensuring that they meet environmental protection obligations. End-user companies make use of ocean information either provided directly by GOOS or, more likely, by networks of value added service providers in both government and private industry. For these industries information provided by GOOS is usually combined with other data and information (terrestrial, water, atmospheric, sociological, economic, demographic etc) to provide information needed to optimise their day to day business operations and determine their longer term business strategies. End-users span the entire range of major industry sectors (energy, utilities, agriculture, transport, insurance, construction, retail, manufacturing, tourism, leisure, finance, defense etc). This activity of bringing together this industry advocacy group is being undertaken by an Alliance of organisations coordinated by the Marine Information Alliance of the Institute of Marine Engineering, Science and Technology. The objective is to gather a committed group of powerful companies who are willing to put their collective and individual names and influence behind advocacy for ocean observation and forecasting. The nucleus of a group of such companies is starting to come together. Shell has signed up and we expect to secure commitments from a group of founder members in the coming few months. Suggested Work Package Group This Group should include those of us that have strong links to target industry sectors (Colin Grant, Jay Pearlman, Jim Baker and Ralph Rayner). 3. Engagement with foundations and benefactors Although we have made some limited attempts to engage charitable foundations, trusts and wealthy individuals in support of our objectives this activity has not received much attention over the last twelve months. If we are to expand the funding of our activities beyond the seed corn level we have achieved so far this is probably the most likely route for doing so. The fund raising activities of the Census of Marine Life and POGO have demonstrated that it is possible to raise support in this way. Suggested Work package Group Missy Feeley has volunteered to take the lead in this area and is working on a plan for how we should engage with foundations and benefactors. Other members of this Group should probably be Jim Baker and Shubha Sathyendranath. 4. Workshops and Conferences Over the past year we have had considerable success with the organisation and funding of workshops to promote ocean observation and forecasting to industry and government. In the next twelve months we have an ambitious programme of workshops and conferences in planning and successful execution of these events will require considerable efforts. For events in Europe we are able to draw on the administrative resources of the Institute of Marine Engineering, Science and Technology for help in coordination, planning and fund raising. For events in the United States we expect to be able to obtain some limited administrative support from Ocean.US. Workshops and conferences being planned for the next twelve months include: A workshop connecting European Marine Core Services with downstream service providers in coastal modelling. Scheduled for 18 June 2008 A workshop connecting IOOS to end-user industries (similar structure to the London workshop held October 2007). Provisionally scheduled for November 2008 in Washington. The International Maritime Safety Conference. Scheduled for early 2009. A series of events in the lead up to the Conference of the Parties meeting in Copenhagen in 2009. To include an industry workshop at the European Environment Agency and an event tied in to the World Business Summit on Climate (May 2009). A follow on to the GSSC workshop linking European and US initiatives in global operational oceanography to be held in Perth prior to the next GSSC meeting. A more detailed schedule of events will be compiled following a planning meeting scheduled for 23 May 2008. Suggested Work Package Group(s) The events being planned involve a variety of different organisations and each will require a separate planning group. Based on the workshop schedule being prepared on 23 May we will need to put together a group for each event. 5. Special Projects As well as the activities outlined above we have a number of special projects underway or in prospect. 5.1 Google Ocean Depending on the outcome of our discussions with Google and others this might be a continuing activity. If our efforts thus far are accepted as a part of a Google Earth Ocean layer then we will need to consider how to proceed with development of further Google Ocean products in the future. Once we have an outcome from Google we will need to consider next steps and how they might best be coordinated and funded. 5.2 Cost benefit studies An emerging project activity is the compilation of cost benefit cases for GOOS as a whole and for key elements of the system. There is a pressing need for a consistent set of such material and our group is well positioned to pull together what has been done so far in different regions and for different components of the system. 6. Oceanunited.net Central to making all of this work will be the oceanunited.net information sharing portal being developed by Tom Gross and Christina Lief.
