Organization of the Session Adopted 2. The status of the ministerial statement prepared by WMO and the presentation at the meeting in Cape Town. WMO agreed to accommodate concerns about increasing ICSUs visibility in the document and will circulate the document by mid-day on 23 October. It was proposed that the WMO secretary general deliver the ministerial statement in Cape Town. Action 1: WMO to circulate finalized ministerial statement by 23 October. Done. Action 2: Determine who will deliver the statement in view of the agency heads present at the meeting. 3. The overall strategy vis--vis GEO/GEOSS especially on issues that are not covered by the above-mentioned statement. All agreed that a face-to-face meeting was the first most necessary action in strengthening the ICPC to move beyond discussing inputs to geo-plenaries to consulting among partners and earth observation system representatives. 4. Common strategy and participation in Geo Committee and Working Group regarding the following: a) Architecture and Data Committee Participation of co-sponsored observing systems needs to reduce overlap and redundancy. ICPC needs to clarify common positions which can be discussed more at the next meeting. WMO and UNEP are active with the Architecture and Development committee and believe it is moving along well. b) Capacity Building Committee All would like to see more funding for capacity building and agreed the ministerial conference at Cape Town is the place to resolve the search for funding. The interest of Italy in GEOSS was highlighted as a potential catalyzation for future funding, specifically with the support of Dr. Bussoletti, co-chair of the GEO-tsunami working group. c) Science and Technology Committee In an initial phase, ICSU has been extensively involved in the Science and Technology committee work. Recently a position paper on the role of Science and Technology in GEOSS was produced by the committee. This paper may initiate new cooperation in the committee. The evolution of this situation needs to be monitored. d) User Interface Committee The participants felt that it is essential for GEOSS to know the requirements of the different user communities. GEOs focus on the societal benefit to users means that the User Interface is vital to the success of the group. UNESCO expressed concern about the lack of detail in guidelines for the committee of practice, acknowledging that it was natural that these guidelines may be generic initially, but a minimum level of guidance is now required. e) Working Group on Tsunami Activities To the knowledge of the IOC, only limited value has been added by this group to develop warning systems for tsunamis in the Indian Ocean. WMO added that at recent meetings on GCOS in Paris, the tsunami working group report was one of the missing documents. The future work plans of the working group are not clear. 5. Other issues - Attendance at ministerial meeting The question of the ministerial attendance in Cape Town was raised. While the WMO indicated only 4-6 ministers are now committed, it is expected that more will register later. It was questioned whether GEO is efficiently raising the political visibility of earth observing compared to visibility generated independently through the different bodies of the UN. The meeting agreed that both increased political visibility and resources are required, but it is currently not clear how to achieve this goal. It was felt that the meeting in Cape Town would be pivotal to GEOSS success. 6. Decision to be taken regarding the possibility of organizing a physical meeting in Cape Town. The items to be discussed at the meeting include: the working methods of the IGCP group, methods to optimize the interaction of UN agencies and the observing system, the future of GTOS. Action 3: A lunch meeting was agreed upon for Wednesday the 28th of November at 13h00 in Cape Town. 7. Update of past action items. Note that this update is included in the ICPC5 report but was left for discussion during the meeting in Cape Town. ICPC3-Action 1: ICSU to provide a proposed text amendment to the Chair by email. Deadline September 29. Superseded. ICPC3-Action 2: Chair to circulate the new TOR, including both ICSU proposed text changes and new title, by email to all members. Deadline: One working day after receipt of ICSU input. Done. The chair has produced an updated TOR including both the amended title and changes suggested by ICSU. This may be tabled at a future ICPC meeting for consideration. ICPC3-Action 3: Chair to table TOR at ICPC-4. Superseded. ICPC3-Action 7: Chair to select appropriate participants to deliver the ICPC statement on GEO strategy to GEO User Interface Committee and Science/Technical Committee. Superseded. ICPC3-Action 8: Chair to send a message to chairs and secretariats of our observing systems (GOOS, GTOS, GAW and GCOS) on behalf of all our agencies noting the lack of obvious value added so far, but encouraging them to work closely with GEO in anticipation of future possible benefits. Superseded. ICPC3-Action 9: All to inform their respective agency heads of our statement to GEO and the possibility of planning future inputs to the Ministerial meeting in 2007.
