Its membership and terms of reference were defined and are described in Appendix A. Membership reflects the variety of technical issues PICO will have to undertake regarding coastal observations. Experts from different regions constitute PICO to express and represent different regional needs. Initial steps were taken collaborate with GRAs to identify and enable implementation of high priority, regionally organized pilot projects. Following Recommendation #10 of the 3rd GOOS Regional Forum, four areas were considered priority for development of pilot projects: (i) Chlorophyll Global Integrated Network (ChloroGIN) (ii) Land based sources of marine pollution and run-off (iii) Wind wave current interaction (iv) Multi-hazard early warning system Some progress is being made toward development of these efforts. ChloroGIN is rapidly developing with components in South America, Africa and Asia. Coordination efforts have recently begun with representatives from GOOS, IGOS, POGO, IOCCG, IEEE et al. to follow up on the successful 2007 GEO Inland & Nearshore Coastal Water Quality Remote Sensing Workshop (see  HYPERLINK "http://earthobservations.org/meetings/20070327_29_water_quality_workshop_report.pdf"http://earthobservations.org/meetings/20070327_29_water_quality_workshop_report.pdf) toward developing cross-cutting pilot project(s) related to coastal water quality that will leverage and build on Antares, ChloroGIN and other related efforts. The PICO Co-Chairs (Muelbert/DiGiacomo) have primarily focused the past year on helping to articulate and implement mechanisms for coordinated coastal observations as part of GEO/GEOSS, including specifying the role for GOOS. There has been great progress in this context. PICO is playing a leading role in the development and activities of the GEO Coastal Zone Community of Practice (CZCP), in particular organization of the first CZCP workshop scheduled for June 2008 in Athens: Observing System Requirements for Managing and Mitigating the Impacts of Human Activities and Coastal Inundation in the Mediterranean Region, part of a broader regional series entitled: GEOSS Support for Decision-Making in the Coastal Zone: Managing and Mitigating the Impacts of Human Activities and Natural Hazards in the Coastal Zone. As part of the IGOS Coastal Theme Transition into GEO, a recommendation has been made to the GEO Secretariat that they formally recognize PICO and the CZCP as the principal GEO advisory, coordinating and engagement bodies in support of coastal observations and user needs, with CZCP focused on user needs, requirements and support, and PICO focused on providing technical expertise and guidance toward implementation of coastal observing networks and related capabilities. Regarding these technical matters, PICO now has representation (T. Malone) on the GEO Science and Technology (S&T) Committee, as well as on the GEO User Interface Committee for user-driven needs (P. DiGiacomo). The 1st PICO meeting (10-11/04/2008) will review progress in these and other areas. Implementation of the Coastal Module of GOOS on a global and regional basis will be considered, including addressing ways to further organize and implement pilot projects in order to improve operational capabilities in coastal regions of the world, including by establishing strategic partnerships and engaging in capacity building. Further, action plans will be developed and mechanisms to periodically review GOOS-related coastal regional activities will be discussed. These mechanisms should assess the operational status of pilot projects; the importance of the projects to developing of the Global Coastal Network (GCN); and, to evaluate the success of efforts working to transition from research to operational mode. Provide expertise and advice to the GSSC on the development of operational elements of the Coastal module of GOOS including interoperability and the management and dissemination of non-physical, physical and socio-economic variables regarding: Observations and data telemetry Data management and communications Modelling and analysis, and Communication of data and information to user groups Advise the GSSC regarding capacity building needs of nations and regions and approaches to address such needs for sustained coastal observations, analysis and modeling. Using the Implementation Strategy for the Coastal Module of GOOS as a guide, prepare and periodically update Action Plans supporting implementation. Organize periodic assessments (every 5 years) of the status of implementation and performance of coastal GOOS and recommend improvements and enhancements. Size and Membership: The PICO should not be larger than 8 members and should ideally include experts from both in situ and remote sensing communities, research and operational communities, industry, public health, ecosystem health, living marine resources, basin scale boundary conditions, land-based inputs, and data management.
