Malone, GSSC and Henrik Enevoldsen, IPHAB Technical Secretary) Intergovernmental Panel Meeting, 17-20 April 2007 At GSSC X, Malone informed the Committee that the Scientific Steering Committee for the Global Ecology and Oceanography of Harmful Algal Blooms (GEOHAB) has formally requested establishment of a dialogue with the goal of implementing operational observing systems for HABs as part of RCOOSs. As a first step, Malone proposed that the GSSC work with the GEOHAB SSC to implement HAB pilot projects under the umbrella of the GOOS chlorophyll pilot project ChlorOGIN. The GSSC considered it was timely to pursue such collaboration by initiating dialogue with the GEOHAB SSC via the Intergovernmental Panel on Harmful Algal Blooms (IPHAB) of the IOC. The aim is to identify and enable implementation of high priority, regionally organized pilot projects for developing HAB warning systems in collaboration with GRAs that would lead to improve operational capabilities of the coastal module. This could be linked to the ChlorOGIN Pilot Study that already has a HAB component in some regions. On behalf of the GSSC, Malone participated in the 8th Session of the IOC Intergovernmental Panel on Harmful Algal Blooms (UNESCO Headquarters, Paris, 17-20 April 2007) to discuss possible collaboration between the GSSC, IPHAB and GEOHAB in the development of GOOS Pilot Projects as a step toward the development of operational GOOS capabilities for rapid detection and timely prediction of harmful algal blooms (HABs). As a starting point for discussion, Malone made the following recommendations at IPHAB-VIII: Take advantage of regional networks of coastal laboratories being created as part of ChlorOGIN; Build GRA Regional Processing Centre Partnerships (e.g., OCEATLAN Brazil + IOC WG on HABs in South America; GOOS Africa South Africa + Benguela LME; SEAGOOS South East Asia, China + WESTPAC HAB); Use in situ observations of HABs to identify hot spots in ocean colour images; Develop a HAB alert & forecasting system as part of Regional Ocean Observing Systems, e.g., HAB Watch; Use emerging HAB observing systems, such as those for the Baltic Sea (BOOS) and in the Gulf of Mexico (NOAA-U.S. IOOS) as possible prototypes; and Create a joint GEOHABGSSC Working Group to take these recommendations forward. The following actions on the part of the IOC were recommended by Malone in response to Patricio Bernals question at IPHAB-VIII, What can IOC do for IPHAB?: Establish linkages between HAB science and GRA applications via Coastal GOOS; Facilitate collaborations between GEOHAB and the GSSC to formulate joint pilot projects; and Work with I-GOOS member nations to obtain financial support from IGOOS member nations. IPHAB members proceeded to adopt the resolution below in regard to implementing HAB monitoring within GOOS (Resolution IPHAB-VIII.2). Instructs the Scientific Steering Committee of GEOHAB to Collaborate with the GSSC in the development of joint GEOHAB-GOOS pilot projects with the goal of establishing operational HAB observing systems regionally (as a first step, this may be done under the umbrella of the GOOS chlorophyll pilot project, ChlorOGIN). Establish inventory at the GEOHAB web site of show cases where integrated HAB observation systems are operational and linked to GOOS Regional Alliances (GRA)Regional Operational Observing Systems (ROOS). Requests ICES to modify the Terms of Reference for the ICES/IOC Working Group on Harmful Algal Bloom Dynamics (WGHABD) to take on the following terms of references: Identify the requirements for observing specific TPA and HAB species; Use information from the inventory together with knowledge of bloom dynamics and existing modelling capabilities to identify (i) regional locations where the first HAB observation and forecasting systems should be implemented and (ii) the observational and infrastructural components required to achieve these capabilities. Decides to establish an IPHAB Task Team on HAB Observations and Forecasting Systems with terms of reference to: Act as the focal and coordination point of the IPHAB regarding interaction with GOOS, the Joint WMO-IOC Technical Commission for Oceanography and Marine Meteorology (JCOMM), and the IOC Ocean Related Hazards Early Warning System with respect to HAB observations, forecasting and warning systems; Ensure coordination of the interaction on specific activities of the GEOHAB SSC and ICES-IOC WGHABD with GOOS; Keep informed, and solicit input from, the regional IOC HAB networks in relation to development within GOOS and its GRAs of HAB observation, forecasting and warning systems; and Facilitate establishment of operational HAB observing systems regionally. Decides also that the Task Team will be composed by B. Karlson (Sweden) as Chair, the Chair GEOHAB SSC, and P. Gentien (France). The Task Team may be expanded as required to fulfil the Terms of Reference. Invites the GSSC to identify GSSC members for the Task team with the view of making it a Joint IPHAB-GSSC Task Team on HAB Observations and Forecasting Systems. Notes that the Task Team will work until otherwise decided by the Panel, and that it will work by correspondence and/or meet on an opportunistic basis, and will provide a progress report including a work plan for the intersessional period to the Chair IPHAB prior to IPHAB-IX. AGU Chapman Conference, 8-12 October 2007 The conference on Long Time-Series Observations in Coastal Ecosystems: Comparative Analyses of Phytoplankton Dynamics on Regional to Global Scales brought together 90 phytoplankton ecologists from around the world to compare long term time series observations (> 10 years, seasonal resolution or better) of phytoplankton in coastal ecosystems. Two outcomes of the conference are relevant to the implementation of the coastal module of GOOS: A decision to propose the establishment of a SCOR Working Group on Global Patterns of Phytoplankton Dynamics in Coastal Ecosystems: Comparative Analysis of Time-Series Observations (submission deadline, 31 May 2008). Dr. Kedong Yin (Australian Rivers Institute, Griffith University, Australia) is leading this initiative (with Drs. James Cloern, US Geological Survey and Hans Paerl, University of North Carolina USA). Linkages are being established with GEOHAB, IMBER, CoML, ICES and PICES as part of this process. A decision to compile an inventory of multi-decadal phytoplankton data sets to facilitate accessibility for cross-ecosystem comparisons and syntheses. This effort is being led by Dr. Jacob Carstensen (National Environmental Research Institute, Aarhus University, Denmark). Recommended Actions for the GSSC (1) Identify two members of PICO to represent the GSSC on a Joint IPHAB-GSSC Task Team on HAB Observations and Forecasting Systems. (2) If the proposal to establish a SCOR Working Group on Global Patterns of Phytoplankton Dynamics in Coastal Ecosystems: Comparative Analysis of Time-Series Observations is successful, liaise with the WG as a source of guidance for designing and implementing ecological elements of GOOS. (3) Facilitate collaboration between the Joint IPHAB-GSSC Task Team, the SCOR Working Group, GEOHAB, ICES, PICES and GRAs in the design and implementation of regional HAB observing system pilot projects that build on existing efforts such as ChlorOGIN and emerging HAB observing systems (e.g., for the Baltic Sea and the Gulf of Mexico).
