This questionnaire should be recast as a pdf form, to allow for automatic compilation of responses to quantitative questions.] The primary purpose of the following questionnaire is to clearly identify national contributions and commitments to the global ocean observing system. The I-GOOS officers have identified the June 2007 meeting of the IOC-WMO-UNEP Intergovernmental Committee for the Global Ocean Observing System (I-GOOS-VIII) as the inauguration of the process of sustaining the observing system, and the information received from this report will serve as a benchmark, and provide source material for a top-level catalog. The ocean observing system is coordinated by GOOS, JCOMM, GCOS, and GOOS Regional Alliances, and the information received will serve the reporting and information needs of each of these coordinating bodies, as well as feed up to the GEOSS system of systems and to UNFCCC national reporting requirements. Answering the questionnaire will in many cases require coordination across many different national agencies and organizations, with a substantial investment in terms of time. Our hope is that this process may help to improve internal national coordination. The questionnaire is divided into multiple parts, to separate contributions to four areas of the observing system (ocean observations, data management systems, provision of products and services, and coordination), at three different levels of organization (global, regional, and national). [The following table is repeated in the headings to guide responses.] ObservationsData managementProducts and servicesCoordinationGlobalRegionalNational Global The initial implementation of the global module of GOOS has been defined by the GCOS Implementation Plan [insert some background and the reference]. [criterion for inclusion is that it follows the IOC data policy for free and unrestricted access to data and products] [note the COOP Strategic Implementation Plan Global Coastal Network] For global activities, what are the major impediments to progress (e.g. fiscal restraints, government awareness, etc.)? This could include activities coordinated through the GOOS Regional Alliances, through ODIN groupings, or through other international cooperation mechanisms including bilateral arrangements. [criterion for inclusion in GOOS - follows IOC Data Policy for free and unrestricted data exchange for data and products] National membership in GOOS Regional Alliances: _____ Regional observations Please describe current observations taken in cooperation with other nations, and future plans, detailing how the data is made available (GTS, data center, web, etc.). Regional data management Please describe current and future plans for cooperation at the regional level in data management. [need IODE input; ask to provide web site] Regional products and services Please describe current and future plans for regional products and services, the policy for the sharing of the particular product or service if it diverges from the IOC Data Policy, and if it is public, how it can be accessed. [provide web site, indicate if open to all or only to those in region] Regional coordination and capacity-building Amount of national contribution to regional coordination through GRAs: Amount of national contribution to regional coordination through ODINs: Amount of national contribution to regional coordination through other bodies (please specify): National This section allows for reporting of ocean observing system activities at the national level for primarily national benefit. National observations National data management National products and services National coordination What is your mechanism for coordination of national agency implementation of ocean observations? Are meteorological and ocean agencies coordinated? What is your mechanism for coordination of national agency input to the IOC?
