I would like to take this opportunity to thank, International and national organising committee for organising and accepting this important International Workshop to take place in Zanzibar and it is the fourth in the region. I wish also to recommend the three International Institutions the World Meteorological Organisation (WMO), National Oceanographic Atmospheric Administration (NOAA), and International Oceanographic Committee (IOC) for building capacity and willingness to facilitate observation network over the Indian Ocean. I also take this opportunity to thank the co-sponsor, the Tanzania Government through its Ministry of Transport for the contribution and support to Tanzania Meteorological Agency as well the Institute of Marine Science who have been working tirelessly to make sure that this important meeting take place in this very conducive environment. On behalf of staff of the United Republic of Tanzania and on my own behalf and, I wish to welcome all of you to the United Republic of Tanzania and Zanzibar in particular. I understand most of you here have come from different parts of the region and the world. Due to the importance of this workshop, you have decided to come and join us despite of many responsibilities in your respective places of work. Ladies and Gentlemen. This International training workshop which is going to discuss issues on Implementation and Operation of Indian Ocean Data Buoy Networks and their Socio-Economic Applications for Enhancing Regional Predictive Capability will be of drastically importance to the people of the region including United Republic of Tanzania. In this country one of major means of transport for its people is marine for local and international travel. It has also a potential resource for social and economic development. However marine transport resembles to air transport it is fragile that is sophisticated and highly dangerous if it is operated without using required procedures that is Standards and recommended practices. It is therefore my expectations that together with network of observations that will enhance predictability capacity in the region you will also discuss issues of product development for Ocean weather and Climate such as winds, waves, storms and tropical cyclones so as to bring safe on marine operation. In the period less than two years we had two ships capsized in the Ocean while travel Dar es Salaam Zanzibar. I understand Meteorologist has been giving weather and climate information for aviation transport, which you have been doing a much recommended job. I wish to ask you to do the same for marine transport. Ladies and Gentlemen. In recently marine activities has increase due to discovery or resources such as gasses and minerals that need to be explored some of are found along the Ocean or in deep sea, at the same time danger associate with marine environment is considered to increase. It should be noted that the made activities are causing some changes on the natural environment that associate with extreme weather and climate events. As you are aware we cannot stay without food, similarly we cannot stop development. It is therefore important to find means to encounter adapt and mitigate these impacts and foster forward for sustainable social-economic development. Ladies and Gentlemen. I have informed that you have goals and associated actions reflect the needs of this 4th Workshop and of the long-term Ocean Monitoring Capacity in the region, which are as follows: Review and Advance Resolutions and Recommendations from the 3rd DBCP Workshop which took place in Mombasa, Including National and Project Updates, and any relevant African Ministerial Conference on Meteorology (AMCOMET-2) Action Items, Demonstrate the Crucial Role of Indian Ocean Observations, for Understanding and Predicting Regional Weather, Ocean and Climate. Build Regional, National, Institutional and Infrastructure Capacity Needed to Acquire, Process and Deliver Socio-Economic Benefits From Ocean Observations, Coordinate Regional Institutes for Increasing in-situ Western Indian Ocean Observations to Include Closer Coordination and enhance predictability. Explore Ways to Mitigate Deployment Constraints Due to Piracy to Include Potential Recommendations from AMCOMET-2, and by Using Gliders, Continue to Align with Objectives of the Global Framework for Climate Services (GFCS) to Deliver Ocean Data to the End-User, Provide an Update on Regional New Research Vessels Entering into Service, Enhance Coordination and Cooperation between the DBCP Task Team for Capacity Building, WMO Regional Associations and the Indian Ocean Committee for implementation and operation for the well being of the people to this region. We are all aware that the region is vulnerable to extreme weather/climate events particularly the Indian Ocean, it also act as a driving forces on some of the changes. I thank you for coming with these goals and associate action. It is our expectation if these goals are properly implemented it will enhance regional predictive capability, ultimately improve social economic development. World Meteorological Organization (WMO) which played a significant role in establishing observations and communications network which known as WIGOS for weather and climate monitoring. Is fundamental for predictions, an accurate weather and climate forecast are important toll for early warning and hence it will improve safety of people and their properties in marine environment. Invited guests, ladies and Gentlemen. Recommendations and way forward achieved from this meeting will be taken seriously so as to tighten the loose ends, bridge the gaps and improve meteorological services in the region. Global Framework for Climate Services (GFCS) one of its main objective is the user interface. In this essence when considering way forward you need to think how your users are going to benefit with your products and service.
