ACTION PROPOSED The Group is invited to: note the information contained in this document as appropriate; provide any additional feedback to the OPA Coordinator and Secretariats for management of JCOMMOPS. ______________________ DISCUSSION 1. JCOMMOPS status and strategy 1.1 The current Terms of Reference of JCOMMOPS were decided at JCOMM-3. A first JCOMMOPS Strategy Meeting took place in December 2011 in Toulouse, France, after SOT-7 and OCG-4. The meeting attendees, embryo of executive board for JCOMMOPS, agreed on a number of proposals and actions, including in particular: i) the firm establishment of a dedicated software engineer position, ii) the establishment of a Ship Coordinator position (for SOT and possibly GO-SHIP coordination), iii) the structural change within JCOMMOPS (Argo/SOT TC focusing on Argo and covering key JCOMMOPS managerial functions), and iv) investigate further the development of JCOMMOPS in Brest. 1.2. The DBCP coordinator moved back to the US in January 2013 and is now working remotely from Colorado. The centre can work with high efficiency across all supported programs only if all coordinators are situated at the same location and invest a minimum of time on cross program issues and integrated services development. 1.3. Based on the approval of the supporting Panels and Steering Teams, host country, and the Secretariats, JCOMMOPS hired Mr Kramp as new Ship Coordinator. The announcement for this position was published from May to August 2012. Twenty-two applications were received, many of them outstanding. A committee with all stakeholders representatives, including a reduced executive committee (JCOMMOPS, CLS, JCOMM OPA Coordinator, and Secretariat) had been set up to review and select the incumbent. The executive committee made a short list and interviewed four candidates, and a final decision was taken in November. The position is currently regarded as a pilot activity based on an 18 months fixed term contract with CLS, which is also hosting JCOMMOPS. It is foreseen that if the pilot activity if proved successful, and provided long term funding can then be identified, this position could then become an international post through UNESCO or WMO, as it is currently the case for the two other coordinators at JCOMMOPS. 1.4. During the recruitment process, the GO-SHIP Steering team agreed to support the Ship Coordinators position financially and provided inputs to the position workplan. Accordingly, a part of the working time is dedicated to GO-SHIP technical coordination. The Ship Coordinator will participate in developing further the linkage between SOT and GO-SHIP. 1.5. The internship Damien Bourarach (JCOMMOPS), trained within JCOMMOPS in 2011-2012, has started on 17 September 2012 to work for JCOMMOPS as CLS employee and full time software engineer. This was made possible thanks to increased contributions to JCOMMOPS via CLS, in particular from OceanSITES (Australia, USA WHOI and SIO, POGO). The JCOMMOPS Information Technology (IT) staff is now made of Full Time Equivalent (FTE) senior software engineer (Laurent Cros), and one FTE junior and occasionally students. D. Bourarach acts also as a Junior TC and will be a precious support to the Argo, DBCP, SOT/SOOP/GO-SHIP TC day-to-day work. 1.6 In February 2013, a teleconference with all JCOMMOPS stakeholders representatives took place. The arrival of Mr. Kramp, the anticipated departure of Ms. Stroker (initializing the recruitment of a new TC for DBCP and OceanSITES), and the positioning of JCOMMOPS headquarters were the core topics of the teleconference. Overall feedback was encouraging and positive with regard to JCOMMOPS development strategy, creativity, and future establishment in Brest. 1.7. Such migration of the centre of gravity of JCOMMOPS in France, would build on the existing agreements with JCOMMOPS hosts (CLS and Coriolis), and add support from the local partners (Science Park, Brest city, Brittany region), including in-cash support. As part of the transition to Brest, a JCOMMOPS strategy including a full budget accounting with all TC activities is under development. The Ship Coordinator will move to Brest by the end of 2013. An inauguration of the relocated JCOMMOPS headquarters in Brest is anticipated in 2014 or early 2015. 2. Developments with regard the DBCP TC Position after DBCP-28 2.1 Discussions took place between the WMO and IOC Secretariat to address the recommendations from DBCP-28 with regard to the recruitment of a new DBCP Technical Coordinator to replace Ms Stroker after the end of her SSA with WMO (October 2013, with possible extension for several months, especially if a recruitment has advanced). The Secretary-General of WMO and the Executive Secretary of IOC had this on their agenda for a meeting in mid-April 2013, and both secretariats are committed to opening the position for recruitment in the near future. Annex 1. Outcome of DBCP-28 with regard to JCOMMOPS The 28th Session of the Data Buoy Cooperation Panel (DBCP-28, Fremantle, Australia, September 2012) noted with regret Ms Strokers decision to return to the USA by January 2013. The Panel was indeed satisfied with the services provided by Ms Stroker for the last 13 months according to the TCs Terms of Reference. The Panel noted with appreciation Ms Strokers offer of service to smoothen the transition to the new Technical Coordinator, and thanked her for her work on behalf of the Panel so far. Taking into account the generally lengthy process for recruitment, the Panel concurred with the Executive Board recommendations as detailed in Annex IX. In that context, the Panel noted Argos strong preference to keep the JCOMMOPS Team together at the same location, in recognition of the principles that were agreed to by JCOMM and the Observations Coordination Group Panels during the recent effort to strengthen and expand JCOMMOPS; these principles included the vital role that JCOMMOPs plays in furthering integration of the ocean observing system as well as the importance of the synergies made possible through a team of technical coordinators working together at the same place. The Panelrecognized that Ms Stroker working remotely in 2013 for JCOMMOPSwould be considered on a trial basis to test the impacts of a more distributed JCOMMOPS. The Panel agreed to give authority to the Executive Board to act and decide on behalf of the Panel regarding options concerning the recruitment of the Technical Coordinator in consultation with the Secretariat. As a regular process, the Panel reviewed the arrangements for overall supervision, guidance, training, evaluation and promotion of the Technical Coordinator in line with the existing Terms of Reference as decided by the Parent Organization through JCOMM (see DBCP Operating Principles for details), both now and in the future. The Panel's decisions in this regard were included in the revised DBCP Operating Principles. DBCP-28 recognized that, while the new arrangements allowed alternation in the future if the situation of IOC would improve, they required careful and continuous examination of Panel on the institutional arrangement relating to the TC employment . It also recalled that securing sufficient funds at the DBCP/SOT Trust Funds is critical to secure this position, and urged all Panel Members to continue their budgetary contribution to the Trust Fund in Timely manner. DBCP-28 concurred with the process for the recruitment of the Ship logistics Coordinator, and thanked the recruitment committee for its work. The Panel also reiterated its commitment made at the previous DBCP Session to support the position during the pilot phase at the previously agreed level. The Panel also noted with appreciation that the rest of the position funding will come from JCOMMOPS budget positive balance, SOT and GO-SHIP contributions. DBCP-28 agreed to support the cost of the JCOMMOPS logistics contract with CLS, at the usual level of 50% (13,750 Euro), through its trust fund at WMO and letter of agreement between CLS and the WMO Secretariat. The Panel recalled that the remaining 50% part, coming essentially from Argo, will be covered via contributions that arrive directly at CLS. The Panel agreed that for future years, and in order to make some savings on the WMO overhead fees, it would be appropriate to have some or part of existing contributions to the DBCP directed to CLS for the purpose of paying the 50% contribution of the DBCP to this contract. The Panel requested its members to consider whether they could pay their contribution (or part of it) that way, consult with the WMO Secretariat and CLS as needed, and possibly decide to do so in the future. DBCP-28 thanked the Argo program that contributed greatly to the development of the JCOMMOPS centre through its Technical Coordinator. The Panel recognized the outstanding role of Mr Mathieu Belboch (JCOMMOPS) in developing the JCOMMOPS and its information system, in assuring limited impact of the TC gap in the past, and in promoting the ship coordination activities of JCOMMOPS. The Panel also recognized that he had accumulated considerable institutional memory, and that this had substantial value in times where there are relatively frequent changes regarding the TC position, and other JCOMMOPS staff. The Panel recalled that its Technical Coordinator was under direct management of the DBCP Chair, assisted by the Executive Board and the Secretariat. The Panel requested the OCG in consultation with the Management Committee and with the Chairs of the contributing Panels and Programmes to discuss and clarify the concept of JCOMMOPS leadership. Some preliminary discussions could also take place at the next JCOMMOPS strategy meeting for elaborating possible options. Annex 2. Outcome of SOT-7 with regard to JCOMMOPS The 7th Session of the JCOMM Ship Observations Team (SOT-7, Victoria, Canada, 22-26 April 2013) thanked in particular Mathieu Belboch (JCOMMOPS) for his commitment and perseverance in leading the recruitment of the SOT TC, including detailed position description and justification, money engineering, negotiations with CLS, and transparent recruitment procedure. SOT-7 encouraged such a migration of the office to a marine pole, closer to JCOMM ship based activities in France and the ESURFMAR coordination team. SOT-7 acknowledged the financial effort made by JCOMMOPS to initiate the SOT TC position, and will make a commitment to fund the position in 2013 from contributions of member states. The team thanked the members for their contribution and encouraged members/member states to continue and increase contributions to retain the SOT TC position. JCOMMOPS will continue to develop cooperation proactively, in an integrated manner. JCOMMOPS will continue to seek its own instruments (floats, drifters, etc) through partnerships development (e.g. manufacturers) or sponsoring (with e.g. industry), in order to promote further the JCOMM networks, develop training material. SOT-7 thanked all parties that contribute to the development of JCOMMOPS and noted the optimism of JCOMMOPS in serving the JCOMM/GOOS component, with a team close to be complete, successful experiments, and foundations of the infrastructure strengthened. A decade of enhanced integrated services is now in sight. In particular, the Team noted with satisfaction that the JCOMMOPS will be properly staffed to provide a sustained and quality support to the SOT. SOT-7 discussed and agreed on JCOMMOPS activities and, where possible, on areas of potential development during the next intersessional period, including in particular: The development of a new generation of monitoring products for SOT, SOOP and GO-SHIP; The development of an integrated Cruise Information Centre; and The development of a global Ship Time Service offer (floats/drifters deployment, SOT ancillary class expansion). SOT-7 made the following recommendations: That JCOMMOPS, OPA coordinator and secretariats draft the Terms of Reference of the JCOMMOPS funds residing at CLS, including description of the rules for the management of the funds (Annex III). The SOT Chair to encourage SOT participating countries to augment their contribution to JCOMMOPS for eventually achieving appropriate support to the ship-based observations programme; The SOT TC to document the list of deliverables (tools, products, services) for SOT/SOOP/GOSHIP by mid-2013; The TCs to develop new and integrated specification for a QC feedback mechanism, from data user to data producer by the end of 2013. SOT-7 reviewed and concurred with the JCOMMOPS strategy. In particular the SOT concurred with the moving of the headquarters to Brest, and in particular on the moving of the Ship Coordinator to Brest by the end of 2013. SOT-7 reviewed and concurred with the Ship Coordinator Terms of Reference as provided in Annex II. SOT-7 acknowledged the draft Terms of Reference for the JCOMMOPS Funds management at CLS (Annex III) and agreed to review and finalize, with OCG, these Terms with an integrated perspective for all programs. 4.11 SOT-7 reviewed and endorsed the SOT Coordinators workplan.
