The Sixteenth World Meteorological Congress had reaffirmed the need of this jointly sponsored arrangement in bringing together the marine meteorological and oceanographic communities, and integrating operational marine activities. The Sixteenth World Meteorological Congress approved regular budget funding for activities falling within the WMOs Marine Meteorology and Oceanography programme at a similar level as in the previous four-year financial period (2008-2011); however, Congress also highlighted new directions and priorities for the Organization that would affect how these regular budget funds could best be utilized. By adopting Resolution 36 (Cg-XVI) - WMO Strategic Plan (2012-2015) at its sixteenth session, the World Meteorological Congress noted that the WMO strategic planning framework for the period 2012 to 2015 was comprised of the following three interlinked key components: The WMO Strategic Plan, which provides a high-level statement of the future direction and priorities of WMO; The WMO Operating Plan, which translates the Strategic Thrusts, Expected Results and Key Outcomes described in the Strategic Plan into time-bound specific programme activities and projects needed to address the global societal needs and achieve the Expected Results; The WMO Results-based Budget, which identifies resources for the implementation of the Strategic Plan, including the functioning of WMO constituent bodies, the Secretariat and programme activities. The identified priorities for WMO which would impact the intersessional work of JCOMM, such as a full integration of the Quality Management Framework (QMF) / Quality Management System (QMS) into the wider WMO Strategic Planning, as well as support for Global Framework for Climate Services (GFCS). Focused efforts should be made to ensure concrete results in these areas, and reflected in the JCOMM Operating Plan (see agenda item 5.2) 3.2 Development of a new IOC Medium-Term Strategy and the place of JCOMM The present IOC Medium-Term Strategy covers the period 2008-2013 and is based on four High-Level Objectives: Prevention and reduction of the impacts of marine hazards, Mitigation of the impacts of and adaptation to climate change and variability, Safeguarding the health of ocean ecosystems, and Management procedures and policies leading to sustainability of coastal and ocean environment and resources. JCOMM contributes primarily to HLO 1 and 2, and to a lesser extent to 3 and 4. For programme and budget purposes, JCOMM fell under HLO 2 (climate). A new IOC Medium-Term Strategy, now for 8 years 2014-2021, will be adopted by the 27th Session of the IOC Assembly (26 June - 5 July 2013). The draft strategy is being examined by an intersessional working group, to which the leaders of major IOC programmes, including the Co-President for Oceanography, have been invited to participate. The Vision for the strategy states: Strong scientific understanding and systematic observations of the changing world climate and ocean ecosystems shall underpin global governance for a healthy ocean, and global, regional and national management of risks and opportunities from the ocean. More specifically, the draft contains the following high-level objectives, with an underlying objective of ensuring all IOC Member States have the capacity to meet them: Healthy ocean ecosystems and sustained ecosystem services Effective early warning systems and preparedness for tsunamis and ocean-related hazards Increased resiliency to climate change and variability through scientifically-founded services, adaptation and mitigation strategies Enhanced knowledge of emerging ocean science issues When moving from the vision to the strategy, the draft focuses on the broad areas of: strengthening scientific knowledge of the ocean and human impact on it, applying that knowledge for societal benefit, and building institutional capacities for sound management and governance The strategy is organized in a conceptual framework of functions required to advance towards the IOC Vision, with each function contributing in some way to the IOC objectives: Foster research to strengthen knowledge of ocean and coastal processes and human impacts upon them [Ocean research] Maintain, strengthen and integrate global ocean observing, data and information systems [Observing system / data management] Develop early warning systems, services, and preparedness to mitigate the risks of tsunamis and ocean-related hazards [Early warning and services] Support assessment and information to improve the science-policy interface [Assessment and Information for policy] Enhance the global ocean governance framework through a shared knowledge base and improved regional cooperation [Sustainable management and governance] Develop the institutional capacity in all of the functions above, as a cross-cutting function [Capacity Development] Calling out these functions therefore simplifies Member State understanding of their points of engagement in the programmes of the Commission, and makes the programme and budget exercise more transparent. The functions of JCOMM are aligned into IOC functions B and C. The draft Medium-Term Strategy will be available for comment and debate before being adopted by the IOC Assembly, and the Management Committee is invited to suggest any improvements or modifications. 4 Secretariat support for JCOMM 4.1 WMO Human resources The restructuring of WMO Secretariat has entailed the redistribution of JCOMM-related work between two departments: i) Observations and Information Systems (OBS) and ii) Weather and Disaster Risk Reduction Services (WDS), being the JCOMM overall responsibility and coordination under the WDS-Marine Meteorology and Ocean Affairs Division (MMO), as the WMO focal point on ocean matters. Since JCOMM-4 the human resources available in the WMO secretariat for JCOMM have remained constant; as per standard organization for MMO (2 Professional staff / 1 Senior Secretary) for OBS (1 Professional staff assigned to the Observing System Division); noting in addition the transfer (secondment) of the two JCOMMOPS technical coordinators,(see agenda item 3.1.1 on JCOMMOPS). Expected financial resources The Sixteenth World Meteorological Congress approved regular budget funding for activities falling within the WMOs Marine Meteorology and Oceanography programme for the financial period 2012-2015) at a similar level as in the previous four-year financial period (2008-2011); this support cover basically the standard coordination activities under JCOMM, in accordance with the expected WMO contribution. In accordance with the strategic planning process, the Secretary-General has prepared the budget proposal for the second biennium 2014-2015 of the sixteenth financial period, and submits his proposals to the WMO Executive Council (15-24 May 2013) for approval, as well as the supporting Operating Plan of the second biennium 2014-2015, for noting. In light of the limited resources, and to manage expectations in all JCOMM related areas of interest/mandate, and to ensure that where an expansion of the work programme does occur, it will be accompanied by an expansion in allocated resources, both human and financial; in this regard identification of in-kind contributions and/or extra-budgetary resources is required. Oroper consideration is required in the JCOMM operating plan of planned action vs. available resources, considering the expected long intersessional period (2012-2017/18). Intermediate steps may be required taking into account the Seventeenth World Meteorological Congress (2015) (see discussion under agenda item 5.2). 4.2 IOC Human resources Since JCOMM-4 the human resources available in the IOC secretariat for JCOMM have remained constant, with the exception of the transfer to WMO of the two JCOMMOPS technical coordinators, Mathieu Belbeoch and Kelly Stroker (see agenda item 3.1.1 on JCOMMOPS). The IOC professional staff supporting JCOMM include: Albert Fischer, at about 30% time for JCOMM (MAN and OCG in particular, with the remainder for GOOS, two extrabudgetary projects GEOWOW and TWA, and general support to IOC), Tom Gross, supporting JCOMM OPA teams and GOOS, Peter Pissierssens, supporting JCOMM DMPA, IODE and extrabudgetary project at the IOC Project Office for IODE in Oostende, Long Jiang, supporting JCOMM SFSPA work, ETOOFS in particular. The secondment of Long Jiang has been renewed one year, funded by the State Oceanic Administration of the People's Republic of China through April 2014. A P-3 level post supporting JCOMM (vacated by Boram Lee in 2011) remains frozen due to the financial situation of UNESCO. Irne Gazagne, who has provided substantial administrative support to JCOMM since its start, will retire at the end of 2013 and her post will likely be frozen. The IOC secretariat support for JCOMM is sub-optimal, and in mid-2014 could become critical. Expected financial resources For the remainder of 2013 (after costs for this Management Committee meeting), the available financial resources are adequate to maintain the IOC contribution to the JCOMM work plan and operating plan, from the following sources: UNESCO Regular Programme for JCOMM: US$ 19k Funds from Republic of Korea to support JCOMM in 2013: $46k Funds from WMO to support JCOMM in 2013 (JCOMM-4 cost savings): $24k For the period 2014-2015, following instructions from UNESCO, the IOC secretariat has prepared a draft budget that assumes a US contribution to UNESCO. This draft budget has US$ 200k for IOC support to JCOMM activities, a substantial increase from the 2010-2011 total of $127k and the planned 2012-2013 total of $170k (which was dropped to $34k after the withholding of the US contribution to UNESCO for 2011 and 2012 and a subsequent 31% cut in the overall UNESCO budget with difficult-to-compress staff and fixed costs). However, the secretariat considers it unlikely that this budget will be able to be implemented, as there is little sign of the US financial contribution to UNESCO being restored in the near future, despite continuing US administration support for the work of UNESCO and the IOC in particular. The IOC secretariat is presently preparing for a scenario where the IOC budget overall is reduced by 30%, freezing all open staff positions, and yielding a reduction in activity budget of about 50%. This cut is not proposed to be applied evenly. In order to obtain guidance from the IOC Assembly on the way to prioritize and the allocate funds under the potentially reduced budgetary envelope, the IOC Secretariat is proposing the following set of principles for setting priority: Focus: clear lead of IOC in the area/programme ownership Programme responds to intergovernmental mandate Programme influences governments in national activities Scope of Member States participation (inclusiveness) Synergies with other IOC programmes Need to preserve/sustain core programmes, while raising extrabudgetary funds for capacity development actions Need to allow some seed money for new high potential impact programmes and emerging issues (likely to attract extrabudgetary funding) The Secretariat is asking the IOC Member States to provide guidance on issues where choices may need to be made or a careful balance found: Focus on strong contact with the ocean science community vs. focus on applications and services, The possibility of reducing funding for programmes with strong partners that could carry them (but also reducing IOCs stake). Needless to say, this coming IOC Assembly will be important in setting strategy to deal with the financial situation of the secretariat. The uncertainty in the IOC budget available for JCOMM is difficult for planning purposes. Whatever the final scenario for the IOC financial support to JCOMM, fundraising and developing potential projects of appeal to donors will be important to implementing the JCOMM work plan.
