The Officers of IOCARIBE are elected on a personal base, each proposed and supported by the Member State where he/she is a national expert or government official, bearing in mind that the candidate should be a person of scientific prestige and wide knowledge of the IOCARIBE region and its marine environment. The candidate should also be familiar with activities carried out by the Sub-Commission in the Wider Caribbean region. Candidates must hold a position or have governmental support that allows him/her to accomplish the duties as Officer of IOCARIBE, including inter alia availability of local secretariat support, telecommunications facilities and travel budget. When presenting a candidate for Officer of IOCARIBE the proposing Member State should bear in mind the commitment this position represents if elected, and the consequent stability required for the Officer to complete his/her period in office. DUTIES OF THE CHAIRPERSON AND VICE-VICE-CHAIRPERSONS OF THE IOCARIBE SUB-COMMISSION Duties of the IOCARIBE Chairperson include the following: To conduct the intergovernmental Sessions of the Sub-Commission and the meetings of the Board of Officers. To guide and co-ordinate the work of the Sub-Commission during the intersessional period, in consultation with the Board of Officers and the Secretariat. To carry out specific duties as prescribed by decisions of the governing bodies of IOC and to assign specific tasks and duties to the Vice-Vice-Chairpersons, as required. To present the views and submit reports on the activities undertaken by the Sub-Commission to the IOC Assembly and Executive Council at their regular sessions. To act on behalf of the Sub-Commission on matters requiring urgent decisions. The Chairperson may consult the Member States and/or the Board of Officers by correspondence, telephone, fax, or e-mail. To keep correspondence on matters related the activities of the Sub-Commission either directly or through the regional Secretariat for IOCARIBE. The Chairperson, or a Vice-Chairperson designated by him, may represent the Sub-Commission at any regional inter-agency coordination body. The Chairperson, with the advice of the Board of Officers and the Regional Secretary, may establish on behalf of the Sub-Commission effective working relationships with other intergovernmental organizations and non-governmental organizations active or interested in marine science affairs in the region. Duties of the IOCARIBE Vice-Vice-Chairpersons To perform duties as members of the Board of Officers and conduct the intersessional business and projects of the Sub-Commission. To perform specific duties and responsibilities entrusted to him/her by the Chairperson and/or the Board of Officers. Act as Chairperson in the designated order if the Chairperson is unable to act at any Session of the Sub-Commission or the Board of Officers, or during any part of such Session or Inter-sessional period. THE IOCARIBE BOARD OF OFFICERS Composition and Functions The IOCARIBE Board of Officers shall consist of the Chairperson, the Three Vice-Chairpersons, and the IOCARIBE Secretary. The Chairperson and Vice-Chairpersons shall be elected with a view to having an equitable sub-regional and geopolitical representation within the region and taking in account their personal qualifications (Rule 13.2). The main function of the IOCARIBE Board of Officers is to conduct and manage the working of the Sub-Commission, its projects, its Member States and its regional Secretariat, during the intersessional period and to report its progress to the intergovernmental Session of the Sub-Commission. Meetings The Board of Officers can hold ordinary and extraordinary Sessions (Rule 19.1). Ordinary sessions shall be held two times a year during the interval between ordinary sessions of the Sub-Commission, at times and places to be determined by the Board of Officers. One session shall be held immediately prior to the opening date of the next ordinary intergovernmental session of the Sub-Commission. (Rule 19.2). Extraordinary sessions may be convened by decision of the Board of Officers itself, or of the Chairperson, or at the request of one third of its members. The place and date of special sessions shall be determined by the Chairperson. Special sessions of the Board of Officers can be held by telephone conference-call and/or e-mail system. (Rule 19.3). The IOCARIBE Secretary shall notify the Board of Officers and the Member States, regional Organizations and bodies invited to participate in a regular session of the Board of Officers, not less than three months in advance of the opening date of the session (Rule 20).
