He noted that there would not be sufficient time to provide detailed reports on the achievement of each ODIN during the past inter-sessional period but that this agenda item would rather focus on problems that have occurred on future plans. Looking at the overall picture of the ODINs the Chair noted with concern that, except for the ODINAFRICA project, most ODINs reported only limited activity during 2011-2012. While taking into account that this could be partially due to the limited financial resources available from UNESCO/IOC, some activities would have required no funding. He then invited the ODIN coordinators to provide a brief report. ODINAFRICA This agenda was introduced by Mr Mika Odido (ODINAFRICA Project Manager and IOC Coordinator in Africa), referring to Document IOC/IODE-XXII/17 Annex 1. Mr Odido informed the committee that following the establishment of the IOC Sub Commission for Africa and the Adjacent Island States by the 26th session of the IOC Assembly, the coordination of IOCs activities in Africa, including ODINAFRICA was transferred to the secretariat of the Sub Commission, which is based at the UNESCO Regional Office in Nairobi, Kenya. The ODINAFRICA Project Manager was appointed as the IOC Coordinator in Africa effective 1 March 2012. The funds initially foreseen for the project manager position were re-allocated to strengthen the marine biodiversity component of the project by funding a Marine Mammals Survey in West Africa in collaboration with the Canary Current LME project, as well as providing support to the Ocean Biogeographic System OBIS so that it can better assist in the development of the African Register of Marine Species. The implementation of the project has progressed well with development and maintenance of products such as the Coastal and Marine Atlases, Catalogue of libraries of institutions participating in the project, the African Register of Marine Species, experts and institutions databases, projects databases, and the NODC and project websites. Workshops and training courses have been organized to equip staff of the NODCs with the necessary skills to develop the products and to manage the data and information centres. The ODINAFRICA Scientific Symposium (30 November 01 December 2011, Saly-Mbour, Senegal) provided the opportunity to publicize the activities of ODINAFRICA and expand and strengthen the network of institutions and experts. The theme of the workshop, which was attended by more than 9 participants from 24 countries, was the Contribution of Ocean Data and Information to Sustainable Development in Africa Some of the challenges faced include the slow pace of implementation of planned activities in some of the countries, staff mobility, difficulties in accessing some of the data sets required for atlas development, delays in development of the AgriOcean DSpace software and poor internet access in some of the countries. Mr Odido then introduced the work plan for 2013 that was agreed on by the ODINAFRICA Project Steering Committee, at its meeting meeting in Swakopmund, Namibia in November 2012. The works plan focusses on finalizing the ODINAFRICA-IV products, with a final review workshop planned for 27-30 May 2013 in Maputo, Mozambique. The Committee was requested to (i) Provide guidance on further development and strengthening of the network in order to ensure sustainability beyond the current phase; (ii) advise on how to address the challenges faced in project; and (iii) advise on additional products and services that can be implemented by the network beyond the current phase. The Committee referred discussions on the financial implications to Agenda Item 10 ODINCARSA-LA This agenda item was introduced by Mr Ariel Troisi. He recalled that regional activity was deeply affected by budget cuts at the national level to which it had to be added the impact of the decision by the USA to cease its financial contributions to UNESCO (as from November 2011) resulting in fewer external support for regional activities. Furthemore, the lack of regional funding prevented ODINCARSA-LA National Coordinators to meet during this inter-sessional period and assess the outcomes of the existing activity plan and project the next biennium. Rotation of staff in several NODCs ended in a new landscape with fewer National Coordinators standing since the inception of ODINCARSA in 2001, requiring get up-to speed with new Coordinators and additional efforts to establish current needs and requirements Nevertheless, the interaction with the South Pacific Integrated Coastal Area Management Project SPINCAM, funded by the Government of Flanders, provided an unique opportunity to meet at least part of the National Coordinators as well as to promote data and information management in that sub-region. In this sense, capacity building activities were successfully carried out with a particular focus on metadata management and coastal atlas development. During the present intersessional period, 40 trainees participated in Data and Marine Information Management capacity enhancement activities besides the ones related to SPINCAM. Additionally a big thrust was given to Data Management in Mexico, where an NODC was established in 2011 (almost 50% of the trainees come from Mexico). The IODE OceanDataPortal was promoted in the region, with Argentina adopting the ODP infrastructure as the backbone of its new National Marine Data System. All five Member States participating in SPINCAM have committed toestablish Ocean Data Portal nodes. Support in terms of ODP capacity development is needed to ensure success in the latter case, whilst in the case of Argentina expert visits were carried out in June 2011 thus creating local expertise in the establishment and operation of ODP nodes. Regarding Marine Information Management Mr Troisi informed that further actions were taken to promote and develop OceanDocs in ODINCARSA-LA region, with the development of a Spanish version of the OceanDocs Policy Document, the promotion of OceanDocs within the Latin American IAMSLIC Group as well as the promotion of the inclusion of gray literature in OceanDocs to increase input. Under the sponsorship of IODE, an OceanDocs Training Workshop was organized in 2012 by the Chilean National Coordinator for MIM Mr Troisi called again the attention of the Committee to important challenges remaining in the region such as the development of partnerships, close interaction with OBIS as well as with different IOC Programs and other relevant organizations. Mr Troisi then introduced Mr Roach, Coordinator of the Caribbean Marine Atlas (CMA) project. Mr. Roach informed the Committee that a persistent lack of institutional capacity in the region with regard to marine data management had hindered the implementation of several components of the CMA project, including the creation of national marine atlases for the participating states. However, a total of five prototype national marine atlases had been implemented as of late 2012 (Barbardos, Cuba, Dominica, Jamaica, Trinidad and Tobago) and one additional national atlas (Turks and Caicos) is expected to be published by mid-2013. In addition, the CMA map application (http://atlas.caribbeanmarineatlas.org/) has been updated with additional datasets and features, and the CMA metadata catalog (http://geonetwork.caribbeanmarineatlas.org) has been populated with both regional datasets and published datasets from the respective national marine atlases. Mr Roach continued by stating that during the inter-sessional period, participants in the CMA project had also received training in advanced marine data management techniques including relational database technologies for spatial data, web map services and client applications, and catalog services for the web. Furthermore, national marine atlas stakeholder meetings were conducted in both Barbados and Jamaica to sensitize local stakeholders to the goals and requirements of both the CMA and respective national marine atlas projects. With respect to interaction with other regional projects, Mr Roach indicated that the CMA was participating in a joint initiative with the Caribbean Large Marine Ecosystem (CLME) project to create a data-source inventory for information related to integrated coastal area management (ICAM) at both a regional and a national level. In addition, technical assistance was being provided by the CMA to the Caribbean Sea Commission (CSC) via the Scientific and Technical Sub-Commission for the initiative. Mr Troisi informed the Committee of the proposed work plan and budget for the next inter-sessional period. In the area of data management this includes: (i) establish and support new NODCs and continue supporting those existing; (ii) designate/update IODE national coordinators for data management; (iii) improve capabilities to access and use real time and near-real time data to generate products and provide services; (iv) Development of Ocean Data Portal within the region; (v) improve IODE NODC-OBIS interaction at the national and regional level; (vi) continuing development of the regional atlas application for the CMA; (vii) further develop national atlases within participating CMA countries and deliver data products. In the area of marine information management (MIM) the focus will be on the OceanDocs and improving ASFA metadata imports into OceanDocs. The Committee referred discussions on the financial implications to Agenda Item 10 ODINECET This agenda item was introduced by Ms Olga Akimova referring to Document IOC/IODE-XXII/17. The Committee referred discussions on the financial implications to Agenda Item 10. ODINWESTPAC This agenda item was introduced by Prof. Shaohua Lin (ODINWESTPAC regional coordinator), referring to Document IOC/IODE-XXII/17). Prof. Lin reported to the Committee that China has continued to coordinate ODINWESTPAC since IOC/WESTPAC-VII held in Malaysia in May 2008. She then reported on the activities carried out by the host centre during the inter-sessional period: (i) collection of information on ODINWESTPAC contact points in 15 Member States (Australia, Cambodia, China, Fiji, France, Indonesia, Japan, Korea, Malaysia, New Zealand, Russia, Thailand, United Kingdom, United States and Vietnam); (ii) upgrade and update of the official website for ODINWESTPAC (http://www.odinwestpac.org.cn) with a great amount of data uploaded, and data products and/or graphic products provided; (iii) development of data processing techniques, quality control techniques, and standard operating procedures for data collection, processing and management; (iv) development of data services including Chinese coastal station data, other regional and international cooperation programme and project data, marine data products; (v) contacted with NEAR-GOOS and SEAGOOS and an official agreement to guarantee the data source from NEAR-GOOS. Prof Lin reported that most proposed activities were progressing slowly due to limited interest shown by the Member States. In addition Member States were slow to provide data to be made available through the ODINWESTPAC web site. Additional training also needed to be provided. The Committee noted that it has been difficult to implement marine information management in the region since few Member States have designated MIM coordinators. The Committee considered a work plan to accelerate the development of ODINWESTPAC with the following elements: (i) re-confirmation of the national focal points for data and information management. In this regard the Committee requested the secretariats for both IODE and the IOCs Sub Commission for WESTPAC to assist in getting the Member States from the region to identify/confirm the national focal points for data and information management to reconstitute the coordination working group for the ODINWESTPAC; (ii) organization of ODINWESTPAC Capacity Building workshop (second regional coordination working group meeting), to collect the training requirements for the region, to be hosted by China in early 2013; (iii) organization of training course(s) based on regional requirements, as identified during the workshop, and approved by the ODINWESTPAC regional coordination meeting, to be hosted by China in later 2013. The Committee referred discussions on the financial implications to Agenda Item 10. ODIN-BlackSea The report for this region was not available at the time of publication of this working document, due to illness of Dr Vladymyrov, ODINBlackSea coordinator. ODIN-PIMRIS This agenda item was introduced by Ms Susana Macanawai. She recalled that during the 21st Session of the IODE that was held in Liege, Belgium from 23-26 March 2011, the IODE committee adopted a workplan and budget for 2012-13 including financial support for ODIN-PIMRIS. However, following the 2012 meeting of the IODE officers, which revised the workplan and budget, an amount of US$ 15,000 for ODINPIMRISs regional meeting in 2013 was retained. This decision was commended as we are unable to coordinate video conferencing in our region, due to the lack of or unreliable internet connectivity. The ODIN-PIMRIS pilot project (2009-2010) was reviewed during a regional meeting in May 2011 which was also attended by the GE-MIM representative, Suzie Davies. The meeting noted the achievement of all project objectives and acknowledged the support of the IODE Project Office in Oostende, Belgium. Pilot project partners Cook Islands, Fiji, Kiribati, Samoa and Solomon Islands were acknowledged for their contributions. Technical and advisory support by the project office on the maintenance of e-repositories and improvement of services within these countries is ongoing. The project review meeting confirmed the inclusion of Tonga Fisheries library in the project for the next phase (2011-2012). However, this has been deferred to 2013-2014 due to staffing issues within the Tonga Fisheries division. E-repository development, internal training and project awareness promotion for Tonga fisheries staff commences in 2013. The meeting also recommended a regional meeting and training in 2013 in Suva, Fiji to review project progress and train participants on e-repository/database development and maintenance (Greenstone & DSpace software). Ms Macanawai then introduced the proposed work plan and budget for 2013-2015, requesting financial support of USD 10,000 from UNESCO/IOC (for a regional meeting in 2015) and USD 25,000 from other sources. The Committee considered the work plan and budget of ODINPIMRIS and referred the decision on the requested funding to agenda item 10. ANNEX I: ODINAFRICA Integrated Data and Information Products and Services for the Management of Oceans and Coastal Zones in Africa (ODINAFRICA-IV) Mika Odido, IOC Coordinator in Africa. Summary and Background The goal of project on Integrated Data and Information Products and Services for the Management of Oceans and Coastal Zones in Africa (ODINAFRICA-IV) which commenced in August 2009, is to promote the sustainable management of marine and coastal sources, as well as reducing the risks of ocean related hazards, based on sound scientific knowledge. The primary objectives are: In addition, the ODINAFRICA IV programme strives to promote the involvement and participation of women and youth in marine science. The project will combine a regional approach building networks and generating economies of scale - with nationally driven identification of needs and priorities. The project will foster a user-oriented approach to the management of data and information. Following the establishment of the IOC Sub Commission for Africa and the Adjacent Island States by the 26th Session of the IOC Assembly, the coordination of IOCs activities in Africa, including ODINAFRICA was transferred to the secretariat for the Sub Commission, which is based at the UNESCO Regional Office in Nairobi, Kenya. The following is a summary of progress made under each of the expected results during the inter-sessional period: ER 1: The network of marine scientists and institutions in the region expanded and strengthened in order to foster the sharing of data and information. The ODINAFRICA Scientific Symposium (30 November 01 December 2011, Saly-Mbour, Senegal) provided an opportunity to publicize the activities of ODINAFRICA and expend and strengthen the network of institutions and experts. The theme of the symposium, which was attended by more than 90 participants from 24 countries, was the Contribution of Ocean Data and Information to Sustainable Development in Africa. The focal ODINAFRICA institutions circulated widely the announcements of the Ocean Teacher Academy training courses, thus broadening participation beyond the core institutions that we have been working with. The six project mailing-lists (contacts, data managers, African marine atlas, information managers, national coordinators and heads of institutions) continue to provide a useful media for debate and exchange of information. The new institutions participating in ODINAFRICA in DR Congo and Sudan have been provided with training and/or equipment to enable them commence implementation of activities. Collaboration with other organizations and programmes/projects in the regional initiatives such as WIOMSA, UNEP (Nairobi and Abidjan Conventions), ASCLME, BCC, CCLME, and the ACCC project has also increased the number of experts who know about and utilize project services and products. ER 2: High quality products and tools produced to support decision-making, management and conservation of the marine and coastal environment. The products that had been identified for the current phase of ODINAFRICA includes Coastal and Marine Atlases, Catalogue of all the libraries participating in ODINAFRICA, repository of marine related publications from Africa, directory of marine experts and institutions from Africa, African Register of Marine Species, African Ocean Data portal and project websites through which people can access data and information. The following is the status and proposed actions for each of the products: (i) Coastal and Marine Atlases: A series of workshops/meetings were organized for the ODINAFRICA Coastal and Marine Atlases Editorial Board and the National Atlas team leaders. These workshops provided an opportunity for review and further development of the SmartAtlas software and training on the use of the software. Good progress has been made in the development of the core layers for the national/regional coastal and marine atlases. ODINAFRICA continued collaboration with the Coastal and Marine Resources Centre of the University of Cork and the International Coastal Atlases Network-ICAN in this initiative. African Register of Marine Species: The ODINAFRICA Marine Biodiversity development workshop was held in September 2012 at the Institut National des Sciences et Technologies de la Mer in Tunis, Tunisia. The African Register of Marine Species was reviewed and updated. The participants identified products that could be generated from AfREMAS such as automatic generation of LME distribution maps online, Checklist for invasive species in African waters, and the number of species in the IUCN red list (has about 12,000 species) which exist in African waters. A detailed work plan for development of AfREMAS was approved and the possible linkages to existing regional and global marine biodiversity databases outlined. The workshop was also attended by representatives of the World Register of Marine Species WoRMS, the Ocean Biogeographic Information System OBIS, and the African OBIS node AfrOBIS. Marine Mammals Programme: Two Ship-based visual survey of the temporal and spatial distribution of marine mammals in the CCLME region were undertaken in the periods October-December 2011 and May-July 2012, during the FAO/CCLME fisheries research cruise off Northwest Africa, on board the R/V Fridtjof Nansen. The data collected will be included in ODINAFRICA databases and the Coastal and Marine Atlases. Union Catalogue of Library Holdings of ODINAFRICA institutions and Repository of Marine Related publications from/about Africa: The ODINAFRICA Training of trainers for the AgriOcean DSpace software was in August 2012 at the Kenya Marine and Fisheries Research Institute, Mombasa, Kenya. The participants were then used as resource persons during the ODINAFRICA Marine Information Management workshop was held in September 2012 in Nairobi, Kenya. The workshop covered: Introduction to the new version of the AgriOcean/Dspace software, review and finalization of institutional library catalogues, introduction to ABCD and Zotero software, and the development of projects database and experts database. Good progress has been made in the development of the library catalogues with more than 17,000 records from INMAGIC and ABCD databases have been converted to AgriOcean/DSpace. ER 3: Mechanisms for dissemination and application of data, information, and products improved The ODINAFRICA Scientific symposium was an important forum for dissemination of information about the project activities, products and services. More than 90 participants attended and had the opportunity of listening to presentations and reviewing posters demonstrating activities/services that have been developed by ODINAFRICA. ODINAFRICA website and the NODC websites continue to provide an avenue for accessing data, information and products as well as information about project activities. The data from the tide gauges, and various databases (experts and institutions, projects, literature, marine species database etc.) are accessible through the project website. The project websites, including ww.odinafrica.org, www.sealevelstation.net have been regularly reviewed and updated to provide access to information on project implementation as well as access to marine data and information. The review and re-design of the ODINAFRICA website (www.odinafrica.org) is progressing well. The new website will be launched in the first half of January 2013. The ODINAFRICA websites development workshop was held in October 2012 in Nairobi, Kenya to provide training to NODC webmasters on developing websites using joomla. A new template has been developed for the NODC websites and the current websites will migrated to the new template by 31 January 2013. Two issues of the WINDOW newsletter were produced in 2012. Update of the brochures and posters is ongoing - and will be finalized in the second half of 2012. Two Data Managers from Kenya and Senegal participated in the Training Course for IODE Ocean Data Portal Providers that was held in Oostende, Belgium in September 2010. It is envisaged that the two would play a key role as trainers/helpdesk for the ODINAFRICA institutions in implementing the national as well as regional Ocean Data Portals. A training workshop on the Ocean Data Portal is planned for August/September 2013 after the Coastal and Marine Atlases will have been finalized and launched. ER 4: Active south-south, intra-Africa, north-south and Africa-Flemish collaboration strengthened for marine training, research and technology transfer. ODINAFRICA and the Benguela Current Commission organized two workshops on Data Policy workshops in 2011 in Namibia and South Africa. Draft policy documents were developed for the focal institutions of ODINAFRICA and BCC in Angola, Namibia and South Africa. Committees were established to finalize the documents and it was agreed that the institutions use Geonetwork for development of the metadata base system. The mailing lists continue to provide a mechanism for strengthening the intra-Africa collaboration, with experts using them to exchange experiences and seek/provide assistance in solving problems that they face in their work. ODINAFRICA continues to benefit from the wide range of expertise available through the IODE's global network for the development of products and databases such as the atlases, repositories, catalogues, directories and inventories. Experts within the region have provided support to colleagues in the development of ODINAFRICA products and databases, including training. Work plan for 2013. The ODINAFRICA Project Steering Committee (PSC) meeting was held from 2628 November 2012, at the National Marine Information and Research Centre (NatMIRC), Swakopmund, Namibia approved a work plan which will focus on the following activities: Regional Coordination meetings will be held for all the LME regions between December 2012 and April 2013 to review implementation of project activities in the region, agree on layers for the regional coastal and marine atlases, and consider possible priorities for the network beyond ODINAFRICA-IV. The final ODINAFRICA-IV planning and review meeting will be held 27-30 May 2013 in Maputo, Mozambique. The meeting will also discuss the further development of products and services beyond the current phase of the project, and ideas that can be developed into follow-up project that will enable the network of institutions to continue working together. Other ODIN networks should be invited to the Maputo meeting. The products and databases, including the Coastal and Atlases and the printed atlas book, Library catalogues and repositories, experts and institutions databases, projects database, African Register of Marine Species, and the NODC and project websites should be completed before the planning and review meeting. The remaining period will be spent in improving them on the basis of the comments from the meeting and publicizing them and engaging potential user communities. A comprehensive review of the performance of each of the institutions participating in the project should be undertaken to determine their success in implementing planned activities. A mechanism should also be developed for valorization of the projects products. Each ODINAFRICA institution should undertake a self-assessment. Certificates should be presented at the end of the project to the experts have attended courses and successfully developed the ODINAFRICA products. 513RAF2013 REVISED BUDGET 2013 Revised Budgets and Work Plans for WP1.11Regional Coordinators (5 regions)1500030Bi-Annual Planning and review (travel costs-ATK), Maputo, Mozambique9000020Bi-Annual Planning and review (Accomodation and red perdiem), Maputo, Mozambique5500020Bi-Annual Planning and review (hosting costs), Maputo, Mozambique2000050Operational Costs (Project Office)500010Official travel Project Manager/Regional Coordinators12234,1713ODINAFRICA Programme Assistant1800030Regional Coordination meetings air tickets through UNESCO Nairobi5000020Regional Coordination meetings accommodation, subsistence and facilities (through host institutions)40000Revised Budgets and Work Plans for WP2.20Strengthening National Oceanographic Data and Information Centres (DR Congo, Egypt, Sudan+equipment)4500020Strengthening National Oceanographic Data and Information Centres (BCC-Angola, Namibia, South Africa) + ODV course for one week5000020Training of Comoros atlas expert in Madagascar and Guinea/Mauritania in Senegal7500,23Revised Budgets and Work Plans for WP3.30Comprehensive review of National & Regional Atlases (technical meeting- Feb2013)2000020External review of atlases (6 themes)15000304th ODINAFRICA Marine Atlas workshop (Nairobi, Kenya, Apr 2013 - ATK+red DSA) 20pax for 7 days45000204th ODINAFRICA Marine Atlas workshop (Nairobi, Kenya, Apr 2013- Accommodation)1500030Marine Information Management workshop, (Nairobi, Kenya, Apr 2013- ATK+red DSA)4500020Marine Information Management workshop, (Nairobi, Kenya, Apr 2013- Accommodation)1500040Workshops logistics, stationery and consumables1000011Marine Mammals programme for West Africa-consultant14223,0320Marine Mammals programme for West Africa1900020Marine Biodiversity experts workshop20000Revised Budgets and Work Plans for WP4.20Development of templates for NODC websites interfaces for library databases and African records in OceanExpert, AND the projects database structure.500011Support for the Ocean Biogeographic System (including development of interfaces for AfREMAS)9700040Ocean Data Portal equipment2500020Printed regional coastal and marine atlases (6 volumes)5500020Publicity and promotional materials( including brochures, posters etc500020African Ocean Portal conversion to Joomla and establishment of editorial group2500030Ocean Data portal training25000867500ANNEX II: ODINCARSA-LA Work Plan 2013-2015 Expected result 1: Establish and support new NODCs, continue support to existing ones Performance indicators Number of new NODCs established in the region Number of expert visits to and between NODCs Capacity building and development (trainees, new or enhanced capabilities) Expected result 2: Designate / update IODE national DM coordinators Performance indicators Number of IODE national DM coordinators in the region Expected result 3: Implementation of ODP at regional scale Taking advantage of developments within the region, ODINCARSA seeks the development of a regional metadata base and query application using recognized standards, software and tools. The project is product- and service-oriented and uses a multi-stakeholder approach and is composed of 6 IOC Member States: Bulgaria, Croatia, Estonia, Poland, Russia, Ukraine and one observer country: Latvia. The network is focused on Marine Information Management only. 1- Activities 2011-2012 Six years that have passed since the first meeting and training on ODINECET program make it evident that ODINECET has been bearing good fruit. The number of members increased from 16 to 23 (7 countries and 19 organizations); some projects have been implemented, other emerged like, for instance, Digitization of rare books on marine science available in the ODINECET region. The Pilot Project website for ODINECET was created and maintained by IODE. Later the web site was updated though not regularly. Most recently it was revised and is now maintained by IT staff of IBSS. Joint ODINECET ODIN Black Sea meeting and ODINECET Workshop on Marine Information Management was held 12-14 September 2011 in Sevastopol (Ukraine) on base of Sevastopol Institute of Banking, organized by ODINECET and ODINBlackSea coordinators with financial support of the IOC/IODE Project Office. (see the Report Appendix-I). CEEMaR and IBSS repositories - E-repositories created and regularly updated at the Institute of Biology of the Southern Seas (IBSS) and the Central and Eastern European Marine Repository (CEEMaR) and are among the projects of ODINECET group that are going well. From January 2010 to September 2011 three new members, two from Ukraine and one from Latvia, joined the repository. By 14 December 2012 the CEEMaR repository numbered 1122 items altogether. Launched in June 2007, the repository of IBSS of about 3000 original documents is an integral part of the ECET group repositories project. Five countries involved into the project: Bulgaria, Latvia, Poland, Russia, Ukraine (14 Institutions). The new version of OceanDocs has been installed for CEEMaR and IBSS repositories. The RuFIR (Russian Fishery Industry Repository HYPERLINK "http://dspace.vniro.ru/"http://dspace.vniro.ru/), was created by Russian Fishery Industry Institutes (former VNIRO) and provides access to papers produced by staff of the Institute. Action: Further submission of the relevant documents into CEEMaR and IBSS repository. Attracting new partners. ECET Union Catalogue of Serials - The new web-based input interface for the management of the ODINECET Union Catalogue of Serials has developed by VLIZ IT staff and launched from September 2012. The relevant project involves 22 participating libraries of Bulgaria, Croatia, Estonia, Latvia, Poland, Russia and Ukraine. Action: Further submission of the Serials to the Union Catalogue. Attracting new participants. Software for e-catalogues - Installation of the Koha software in the libraries of the ODINECET group. The integrated library system Koha was installed in the IBSS Scientific Library. Filling has been started and software is permanently developed. Action: Installating the Koha software in the libraries of the ODINECET group. Creating a corporative catalogue for the Ukrainian marine libraries, using Koha software. OTA Training Courses - Altogether 12 students from the ODINECET region participated in OceanTeacher Academy courses in 2011 and 2012. All the participants emphasised the usefulness of the courses for their professional development. Action: Further participating of ODINECET trainees in the OTA Training Courses. Digitization of rare books on marine science available in the ODINECET region (new project) - Framework for a Grant Proposal was discussed during the ODINECET Workshop in Sevastopol. During 2011-2012 the List of rare books was compiled. Project was submitted to the Elsevier Foundation. Unfortunately the Project was not selected for funding. Action: Sponsors identifying for the Project submitting. Discuss with the Project participants to start it. Collaboration with the ODINBlackSea Working collaboration with the IODE ODINBlackSea is in progress. It goes as (i) assisting to ODINBS in search for oceanographic data in printed sources available in the libraries of the ECET region; (ii) updating the ODINECET page on the IODE website by IT staff of the ODINBS; (iii) keeping on developing the integrated library system Koha; (iv) administrating and maintenancing IBSS and CEEMaR repositories; (v) assisting in working out the Digital rare books project. Action: Continue to collaborate. ASFA input centers from the ODINECET group provide links full-text documents from CEEMaR and IBSS repositories in ASFA records. 2- Needs Equipment grant - In March 2010 the IODE Officers passed the budget for 2010-2011 and approved the allocation of 2000 USD in 2010 and 3000 USD in 2011 specially for purchasing the needed equipment. Following the IODE recommendation, project participants were asked to substantiate their equipment needs and as a result the proposal titled "ODINECET Equipment project for IODE" was submitted to IODE by the Coordinator in May, 2010 action pending. Action: Keeping on cooperating with the IODE concerning the Equipment provision. Strengthening the networking of aquatic libraries of the ECET region - Inviting more members to participate in the ODINECET program for ECET region. Not all marine libraries and information centers of ECET region know about the ODINECET program. In particular, in Russia the huge potentialities have not been exploited to the full and therefore can be substantially increased. It is needed to update the ODINECET booklet/leaflet within recent programs and distribute it among information centers and libraries not involved in the ODINECET. Last version was in 2008. An information letter on the IOC/IODEs behalf for the Institutional authorities of the ODINECET region with a request to support their libraries and marine information centers is needed Joint ODINECET workshop and meeting of Russian aquatic libraries and information centers staff at VNIRO, Moscow. - Organizing joint ODINECET workshop and a meeting of Russian aquatic libraries and information centres staff at VNIRO, Moscow (autumn, 2013) with financial support both the IODE Project Office and VNIRO; Attracting more libraries into the ODINECET projects and the CEEMaR repository. The main objective of the project is to create a regional marine information portal that incorporates existing information sources developed by Pacific regional agencies and supports the development of institutional e-repositories for national marine and fisheries agencies. ODIN-PIMRIS is a project that contributes to the objectives of PIMRIS, by focussing on: establishing a regional marine information portal creating capacity at national and institutional level to use & contribute to the portal promoting the portal as a valuable information source for managers and decision makers improving access to marine/fisheries information by developing institutional e-repositories and relevant staff training Achievements ODIN-PIMRIS successfully completed its Pilot Project review meeting and training in May 2011. Project partners noted the achievement of all pilot project goals including the development of e-repositories (Greenstone software), database training for Cook Islands, Fiji, Kiribati, Samoa and Solomon Islands participants as well as the creation and updating of the Pacific Islands Marine Portal- HYPERLINK "http://www.pimrisportal.org/" http://www.pimrisportal.org/. Tonga fisheries library was included in the next phase of the project for e-repository development and training. Pilot project participants will continue with maintenance of national database/e-repository activities and submission of required documents for the PIMRIS regional repository. The ODIN-PIMRIS coordinator participated in the OceanDocs Steering Committee meeting held at the IODE project office in Oostende, Belgium from 24-27 January 2012. From this meeting, the coordinator promoted open access publishing and sharing of information and on OceanDocs and related databases with colleagues and regional partners. DSpace software used by OceanDocs has been considered for trial at the Tonga Fisheries library in 2013. Three ODIN-PIMRIS members participated in the twinning programme organized by Suzie Davies of Great Barrier Reef Marine Park Authority (GBRMPA) in February 2012. The twinning programme is funded by AusAID and aims at helping Pacific Island partners gain experience and knowledge from marine libraries (twins) in Australia for the improvement of national marine information services. An online content management training for selected partners was organised in Suva, Fiji on March 2012 with the assistance of Aditya Kakodkar from the IODE Project Office. This hands-on training has helped project partners update the Pacific Islands Marine Portal regularly and take ownership of a useful regional information resource. PIMRIS coordination unit continues to maintain its regional e-repository (Greenstone software platform) of national departmental collections in the region. Challenges Staffing Issues: High staff turnover and internal national fisheries/marine agency changes continue to be the major challenge for the project coordination unit as it would mean, more training and time needed for planned activities to get back on track. Internet Access: Hindered by vast ocean distances, remoteness and high costs, some island countries have yet to have reliable access to the internet. Conclusion PIMRIS will continue to effectively implement planned and ongoing activities and provide support to all project partners (advisory, technical) where and when needed to sustain the ODIN-PIMRIS project and ensure lasting benefits. Additional funding support will be sought from other sources to complement funding assistance provided by the IODE Project Office in the future. Identified Objectives for 2013-2015 are: Strengthen formal relations between PIMRIS, IODE and project partners Regularly update the Pacific Islands Marine Portal & PIMRIS Regional Repository Provide training on development and maintenance of national marine/fisheries e-repositories Provide technical, equipment and advisory support to sustain project activities Trial DSpace software & provide training for possible application in near future Coordinate planned regional meetings and trainings within budget and timeframe Work Plan & Proposed Budget 2013-2015 (USD) Action Item DescriptionTo be implemented byDeadlineRequested from UNESCO RPRequested from other sourcesEquipment & training support for Tonga Fisheries Library e-repository developmentProject coordinator & USP library staff2013-20155,000Project Support for: Cook Is., Fiji, Kiribati, Samoa, Solomon Is.
