OBIS NODES [DRAFT working document version 18 November 2012] 4.1 Current status and list of candidate nodes One of the first activities of the project manager was contacting the OBIS nodes to verify what their status is, who the current manager is, and on the basis of that a list the official (active and inactive) OBIS nodes is made and a number of candidate OBIS nodes are identified. [DRAFT document list of OBIS nodes] 4.2 Status in IODE There are currently 80 National Oceanographic Data Centres (NODC) in IODE. There is currently a proposal submitted to the IODE session XXII (March 2013) to propose a new type of data centre Specialized Ocean Data Centre (SODC). We need to decide whether OBIS nodes can fall under the definition, tasks and requirements of NODCs, or SODCs, or if we need to propose an additional entity to IODE XXII. The tasks of NODCs and SODCs and the formal procedures to join IODE are provided below. The definition of OBIS nodes, terms of reference, minimal requirements, standards and best practices, quality assurance, and procedures how to establish OBIS nodes will need to be written in a Manual and Guides (in analogy with M&G 5 for NODCs). IODE National Oceanographic Data Centre (NODC) Tasks of an NODC: In summary: receiving data from national, regional and international programmes collecting oceanographic data verifying the quality of the data (using agreed upon standards) ensuring the long term preservation of the data and associated information required for correct interpretation of the data making data available, nationally and internationally National responsibilities: Receiving data from researchers, performing quality control, and archiving Receiving data from buoys, ships and satellites on a daily basis, processing the data in a timely way, and providing outputs to various research and engineering users, forecasters, experiment managers, or to other centres participating in the data management plan for the data in question Reporting the results of quality control directly to data collectors as part of the quality assurance module for the system Participating in the development of international standards and methods for data management through the IODE and JCOMM Disseminating data on the Internet and through other means (and on CD- ROM, DVD, etc) Publishing statistical studies and atlases of oceanographic variables Providing indicators for the different types of data being exchanged in order to track the progress International responsibilities: Participating in the development of data management plans and establishing systems to support major experiments, monitoring systems, fisheries advisory systems Participating in international oceanographic data and information exchange through the IODE and JCOMM, the Joint Commission for Oceanography and Marine Meteorology Assisting with data management aspects of global or regional programmes or pilot projects through IODE and JCOMM and in the framework of, inter alia, the IOCs Strategic Plan for Oceanographic Data and Information Management Operating as a data assembly and quality control centre for part of an international science experiment Operating regional, specialized or World Data Centre (WDC) on behalf of the international science community Data Indicators The NODC should provide indicators on the data flow within the centre which are comparable across other data centres Formal procedure to join the IODE network of NODCs At the national level, a data centre should be designated as the IODE National Oceanographic Data Centre (IODE NODC). This centre should respond to the minimum requirements as defined in section tasks. At the national level, an IODE National Coordinator for Oceanographic Data Management should be nominated. This person should work at the IODE NODC. A formal letter should be sent by the IOC Action Address of the concerned IOC Member State to the IOC Executive Secretary, with a copy to the IODE Technical Secretary. This letter should inform the IOC Executive Secretary that the Member State wishes to join the IODE network of data centres. The letter should include the name and address of the data centre that is submitted for inclusion in the IODE network of data centres, as well as the name and full contact information of the nominated IODE National Coordinator for Oceanographic Data Management. In an annex to this letter there should be a report that documents the compliance of the submitted centre with the minimum requirements mentioned in section tasks. A response will be sent by IOC, confirming the acceptance of the submission, or reasons why the submission could not be accepted. Proposal to IODE XXII: The IODE Specialized Ocean Data Centre (IODE-SODC) The main weakness of IODE today is the lack of involvement of the ocean research and observation community and its too closely knit and somewhat exclusive structure (limited to NODCs). The proposal is therefore to establish a new type of data centre: a IODE Specialized Ocean Data Centres (IODE-SODC). These centres will operate independently of IODE but will be associated with IODE. This means the following: they will be part of, and managed by a national/regional project, programme or institution; they will have access to IODE documentation and expertise in the area of oceanographic data management and marine information management; they will be part of the IODE information dissemination network related to oceanographic data management and marine information management; they will be able to obtain IODE (OceanTeacher) technical training related to oceanographic data management and marine information management; they will be invited to make their data and information available through relevant IODE mechanisms (e.g. OceanDataPortal, OceanDocs, OceanExpert, OBIS,) they will be invited to participate in IODE projects; they will be invited to designate experts to participate in IODE project steering groups or IODE groups of experts (short-term members). The purpose of the IODE Specialized Ocean Data Centres (IODE-SODC) will be to: expand the stakeholder community of IODE to include the ocean research and observation community; better respond to data and information management needs of the ocean research and observation community; improve coverage and access to oceanographic data and information. To increase interaction and alignment of relevant services with national and international observation and research programs Application to establish a IODE Specialized Ocean Data Centre (IODE-SODC) Any national, regional or international project, programme, institution or organization can apply to become an IODE Specialized Ocean Data Centre (IODE-SODC). Minimum information to include in the application is as follows: a comprehensive description of the candidate project/programme/instiutution and its expected data output, data management plan (if existing), including identified formats, quality control procedures, staff (e.g. principal investigator, person(s) responsible for data/information management); stakeholders (e.g. number of scientists involved) required expertise, training that IODE could contribute; data policy (if identified) that describes if/how data will be made available (e.g. freely, licensed, creative commons license, following national policy,); existing relationship with a NODC. The application should be submitted by email to the IODE Secretariat requesting the establishment of the IODE-SODC for x whereby x indicates the identity of the SODC. 4.3 Proposal Terms of reference OBIS Nodes (tier 1 and 2) To help in this process, a matrix of OBIS nodes and how each contribute to the main activities of OBIS is prepared. The international OBIS secretariat (iOBIS) is responsible for the daily operations of the central of global node within the network of regional and thematic OBIS nodes. The central OBIS node (tier 1) has the following tasks: Harvesting data from OBIS nodes Harvesting data from data providers for which there is no OBIS node coverage Ensuring the long-term preservation of the data and associated information required for correct interpretation of the data; Coordinate data and metadata quality assurance (OBIS node best practice manual) Providing data to external networks (e.g. GBIF) Implementation of tools on global portal (QC, analysis, mapping) Providing statistics on data usage Control data access, terms of use and sharing policies Internal and external communication (feedback to OBIS nodes) Maintenance of the OBIS website and data portal Custom support (data queries, analyses, feedback) The OBIS nodes (tier 2) operate as data assembly and quality control centres for biogeographical data from their region and/or areas of expertise, and subsequently provide this high-quality information to the central international OBIS node. The minimum set of tasks for OBIS tier 2 nodes are: Receiving data (and metadata) from national, regional and international programs collecting marine biodiversity data; Perform data validation (using standards, tools and best practices, which are outlined in the OBIS node manual); Reporting the results of quality control directly to data collectors as part of the quality assurance activity; Making data available to the central OBIS portal. Ensuring the long-term preservation of the data and associated information required for correct interpretation of the data; The OBIS node shall nominate a node manager (and secondary contact person) who will be a member (or observer) of the IODE Steering Group for OBIS (SG-OBIS), and participate in various activities associated with OBIS and IODE, such as the SG-OBIS meetings and electronic discussions; Contribute to the development of standards and best practices; Provide indicators on the data flow within the OBIS node in order to track progress. In order to ensure local or regional support and cooperation of those organizations that collect, supply and use marine biodiversity data, the OBIS node is recommended to engage in local stakeholder groups and as much as possible show benefits to them by providing expertise, training and support in data management, technologies, standards and best practices. 4.4 Procedure for the establishment of new OBIS nodes There is currently no procedure to establish OBIS nodes. This may be similar to IODE-SODCs? -In case of regional coverage agreement from IOC member states? E.g. Black Sea node, Caribbean node, ASEAN node 4.5 Quality management framework -QMS requirements, resource requirements, reporting and evaluation procedures A quality management system is defined in Section 2 of the IODE QMF document. It is the organizational structure, procedures, processes and resources needed to implement data quality. Standards and Best Practices The IODE Data Standards Process receives submissions for standards and best practice from the different expert communities within the programme.
