Topic: Exploitable mineral resources (polymetallic nodules, cobalt-rich crusts, hydrothermal polymetallic sulphids) in the abyssal and bathyal domains: options for the conservation and management of the biodiversity of associated ecosystems. Rationale Pressures now extend to the High Seas and deep oceans hosting the least explored areas on the planet assumed to be the largest reservoirs of nonrenewable resources, habitats and biomass which still held undiscovered ecosystems and species, serve as cradles of new species and contribute significantly to planetary biodiversity. Deep sea mining, which would be expected to occur in the near future because of increasing commercial and strategic interest, is envisioned to be the largest scale human activity to directly impact the deep seafloor. Thus the concern for potential and real threats to the deep sea diversity, has provided an incentive to efforts aiming at exploring the structure and function of benthic communities in the abyss and at proposing conservation strategies for different ecosystems assessed as vulnerable. This event has for objectives to describe summarily different ecosystems associated to polymetallic nodules, ferro-manganese crusts and cobalt-rich crusts, hydrothermal polymetallic sulphids and to draw series of recommendations in matters of conservation of biodiversity in areas to be impacted by deep sea mining. Outputs These documents are to be produced following the panel discussion : 1- Scientific note describing the biology, ecology and vulnerability of faunal communities of polymetallic nodules, ferro-managanese and cobalt-rich crusts and hydrothermal polymetallic sulphids ecosystems. 2- Recommendations on the conservation and management of the biodiversity of polymetallic nodules, ferro-managanese and cobalt-rich crusts and hydrothermal polymetallic sulphids ecosystems. These will circulate among participants as drafts to complete during the panel discussion. Afterwise, the final drafts would be presented to the International Seabed Authority (ISBA) which has for mandate to establish and keep under periodic review environmental rules, regulations and procedures to ensure effective protection for the marine environment from harmful effects which may arise from activities in the Area. They will also be presented to the French Government by the Acadmie des Sciences dOutre-Mer as it is its mandate. Background information - The IOC-UNESCO and the Government of Flanders project implemented on the ecosystem of polymetallic nodules and options of management and conservation of the biodiversity in the Clarion Clipperton Fracture Zone was implemented from 2004 to 2010 by Dr Virginie Tilot de Grisssac. Among other outputs, 3 volumes have been produced in the IOC-UNESCO Technical Series 69 in 2006 and 2010 as: - Biodiversity and distribution of the megafauna: Vol. 1 ecosystem of polymetallic nodules of the East Equatorial Pacific ocean, 146 pp including 4 appendixes, Vol. 2 Annotated photographic atlas of the echinoderms of the Clarion Clipperton Fracture Zones, 62 pp including 3 appendixes, in English and in French versions, HYPERLINK "http://unesdoc.unesco.org/images/0014/001495/149556f.pdf" http://unesdoc.unesco.org/images/0014/001495/149556f.pdf, HYPERLINK "http://unesdoc.unesco.org/images/0014/001495/149556e.pdf" http://unesdoc.unesco.org/images/0014/001495/149556e.pdf which have been subject to communications at scientific symposiums. - The third volume entitled: Biodiversity and distribution of faunal assemblages. Vol 3 Options for the management and conservation of the nodule ecosystem in the Clarion Clipperton Fracture Zone : scientific, legal and institutional aspects. HYPERLINK "http://www.iocunesco.org/index.php?option=com_oe&task=viewDocumentRecord&docID=6164" http://www.iocunesco.org/index.php?option=com_oe&task=viewDocumentRecord&docID=6164 has been recently published in IOC-UNESCO Technical Series 69 (2010), 117 pp including 6 appendixes. This volume expresses the need to envision a broader strategy of conservation and management of the biodiversity and to define criteria and tools in ecologically meaningful ways that are practical to measure so that the effects of environmental degradation, remediation or conservation can be monitored. Ocean management should take into account an integrated approach covering all the sectors of activities and the tridimensional status of the oceans. Coordination between all the international instruments and institutions concerning the highs seas should be reinforced in this matter. -The recent discovery of the franco-mexican multidisciplinary CNRS oceanographic cruise PARISUB in March-April 2010 of a hydrothermal area, named Teotihuacan, including active smokers and diffuse vents with conspicuous faunal communities at 16N on the East Pacific Rise (EPR) in Mexican waters. With the facilities of R/V Atalante, Deep-Sea Submersible (DSS) Nautile, and Autonomous Underwater Vehicle (AUV) Aster-X operated by IFREMER, PARISUB collected a unique set of bathymetric and geophysical data, direct observations, biological and geological samples over a ridge-hotspot interaction area. The cruise involved both on- and off-axis experiments and sampling, to decipher the present characters of the interaction between EPR and the Mathematician seamount chain in terms of axis stability, hydrothermalism, and associated fauna as well as the recent history of the interaction. The new active hydrothermal area Teotihuacan includes a variety of faunal communities adapted to specific thermal and geochemical conditions among which two diffuse flow vents and two black and white smokers which have been explored and sampled thoroughly. These two elements have been the topic of several communications and publications. (Summaries, reports are enclosed in joint files) adding modestly to the impressive experience of the participants of this panel discussion. Organization of the panel discussion Morning session (9AM-12AM) The team of experts, the members of IOC and UNESCO and the delegates of the different countries or concerned ministries of the French government, will discuss and complete the scientific note describing the ecosystems associated to polymetallic nodules, ferro-managanese and cobalt-rich crusts, and the recommendations for the conservation and management of the biodiversity face to future deep sea mining. Afternoon session (2PM-6PM): -The Secrtaire perptuel de lAcadmie des Sciences dOutre-Mer, Monsieur Pierre Geny and the facilitator Dr Virginie Tilot-de Grissac will report to the members of the Acadmie des Sciences dOutre-Mer the minutes and the outputs of the morning session. Communications will be presented by the members of UNESCO, Dr Slavatore Arico and the Intergovernmental Oceanographic Commission, Dr Jose Luis Valdes and Prof. Luciano Fonseca. -Discussions among the different participants will follow; academicians could also formulate their questions and comments in writing if they wish. - A series of short communications are planned on diverse topics related to the round table in order to further enrich the debate. - Final reviews of the documents and conclusions of the panel discussion. Adoption by the pool of experts and the members of the Acadmie des Sciences dOutre-Mer of the scientific note and recommendations. These outputs will then be transferred to the French Government and to the International Seabed Authority. -To close pleasantly the day, underwater films of different deep sea ecosystems will be shown. The lists of communications and participants are presented in the following annexes. Annex I List of interventions planned in the afternoon session: All interventions will last 5 to 15 minutes in order to respect the agenda and leave time for questions. If these require a longer time-frame, the Acadmie des Sciences dOutremer wouldhave the pleasure to convene the speaker to a special session at its Headquarters.
