The Conference brought together some 2500 participants, including delegates from more than 150 countries, 13 Heads of State and Government, 81 Ministers, 34 United Nations organizations, and 36 other governmental and non-governmental international organizations. The WCC-3 organized by the World Meteorological Organization (WMO), in collaboration with the United Nations Educational, Scientific and Cultural Organization (UNESCO), the United Nations Environment Programme (UNEP), the Food and Agriculture Organization of the United Nations (FAO), the International Council for Science (ICSU) and other intergovernmental and non-governmental partners. The ultimate objectives of the WCC-3 were to accelerate global action on climate-related risks that threaten the well-being of society, and to capitalize on associated opportunities in support of sustainable socioeconomic growth, especially in Developing and Least Developed Countries. Outcome of the Conference The main outcome of the WCC-3 was a Conference Declaration that was adopted by acclamation by the High-level Segment of the Conference on 3 September 2009. The High-level Segment was attended by Heads of State and Government, Ministers and Heads of Delegations. The Conference through the Declaration decided to establish a Global Framework for Climate Services (hereafter referred to as the Framework) to strengthen the production, availability, delivery and application of science-based climate prediction and services; It further requested the Secretary-General of the World Meteorological Organization (WMO) to convene, within four months of the adoption of the Declaration, an intergovernmental meeting of Member States of the WMO to approve the terms of reference and to endorse the composition of a high-level taskforce, independent advisors that were appointed by the Secretary-General of the WMO with due consideration to expertise, geographical and gender balance; The Conference decided that the task force will, after wide consultation with governments, partner organizations and relevant stakeholders, prepare a report, including recommendations on proposed elements of the Framework, to the Secretary-General of WMO within 12 months of the task force being set up. The report should contain findings and proposed next steps for developing and implementing the Framework. The Intergovernmental Meeting The WMO Secretary-General convened the intergovernmental meeting in Geneva from 11 to 12 January 2010. The participants of the meeting included government representatives and observers from international organization and institutions. The meeting approved the proposed terms of reference and members of the proposed High-level Taskforce of independent advisors as give on the High-level Taskforce website at:  HYPERLINK "http://www.wmo.int/hlt-gfcs/index_en.html" http://www.wmo.int/hlt-gfcs/index_en.html The High Level Taskforce The High Level Taskforce (HLT) on the Global Framework for Climate Services (GFCS) started its work soon after its approval by the Intergovernmental meeting held on 11 and 12 January 2010. It started its work in accordance with the approved Terms of Reference to define the elements and governance of the GFCS agreed and defined at WCC-3. The WCC-3 felt that among the five components of the proposed GFCS, several of them are already operational but need improvement and strengthening except the User Interface Programme (currently referred as User Interface Platform), which is, not yet operational and needs development through the GFCS. At its first meeting held in February 2010, the Taskforce defined its working schedule, the structure of its report and decided that it will have five meetings. The report will have three main parts that will address the supply side, the demand and gaps, and the implementation and governance strategy. The Taskforce has already held four meetings and a considerable amount of work has already been done on the report. The draft report has been sent out for review to governments, UN Agencies, other institutions and experts. Review comments will be integrated in the report for final discussion by the HLT members at their fifth and final meeting to be held from 13 to 15 December 2010. The Taskforce will submit its report to the WMO Secretary-General on 12 January 2011. The Secretary-General will circulate it to Member States of the WMO for consideration at the next WMO Congress in 2011, with a view to the adoption of the Framework and a plan for its implementation. He was also invited, by the Conference, to provide the report to other relevant organizations and to the United Nations Secretary-General. The High-Level Taskforce as part of its work has widely consulted with various stakeholders of providers and users of climate services that include governments, private sectors and non-governmental organization.
