The JRS Foundation proposal (mentioned above) is such a venture. Problems encountered/issues operating the Node Financial. The present Funding (R50000 per year) does not make provision for any data scouting, meetings with other organisations, attendance of conferences, attending OBIS meetings or even data loading above a small data supply. It was foreseen that this seed funding would allow leverage for further contributions, to a total of about R200000 (about US30-40000), which would provide a sustainable operation of the node. technical: Both the database and web site were moved to a new host. Some problems were initially encountered with DiGIR, but these were soon sorted out. As we could not transfer the Zope/Plone web site to the new host, it was converted to static html pages. political: we have found a general willingness with researchers to donate data to AfrOBIS, the only difference being in how permission for the data is provided. State departments require permission from the departmental head, while at universities permission is given by the researchers themselves. In the past we have funded data digitisers and the outcome of the process was, per definition, provided to AfrOBIS. There is not an accepted policy to insist that data collected on public funding be donated to public data centres. Technical Back-up and archiving procedures: This is done on a daily basis. Quality control/assessment QC is done only to a limited extent (e.g. position) but the spelling of species names etc must be correctly provided by the data supplier. Need for Gazetteer. Data sets are required to have latitude and longitude already supplied, but these are rechecked for consistency and overland. Collaboration with National Oceanographic Data Centre AfrOBIS is fortunate in that it is managed and operated by the same people and organisation as the Southern African Data centre for Oceanography (SADCO). However, to date this has not resulted in significant collaborative initiatives, largely because of funding constraints.
