Introduction 1.1 The aim of the JCOMM Pilot Project for the WMO Integrated Global Observing System (WIGOS) is to enable and prove concept for the integration into WIGOS of marine meteorological and other appropriate oceanographic observations (in situ, surface marine, and satellite data), real time and delayed mode data and products (e.g. models) collected within the oceanographic marine community. The Pilot Project is considering instruments and methods of observation aspects, as well as data management, data exchange, and quality management. 1.2 The key deliverables are: To document and integrate instrument best practices and related standards; Build marine data systems that are interoperable with the WIS; and Promote quality management and standards. Project and implementation plans have been defined and substantial progress made towards the tasks assigned in the implementation plan 1.3 Details on the Pilot Project can be found at the Project web page. 2. Achievements 2.1 Much progress was made towards achieving the tasks agreed upon as part of the Implementation Plan. Practical achievements of the Pilot Project can be summarized as following: Establishment of a network of Regional Marine Instrument Centres in USA, China, and Morocco; Review of marine chapters of key WMO Publications; Enhanced links with the HMEI and the manufacturers of ocean instruments; Connection of key ocean data sets to the IODE Ocean Data Portal; Interoperability between the ODP and the WMO Information System (WIS); Establishment of a standards process for ocean data management and submission of several standards through that process; Organization of several training courses on instruments and data management. Deliverable 1 - Instrument Practices 2.2 A Strategy was proposed for the review of the WMO and IOC Technical Publications in light of the Pilot Project Developments. WMO No. 8, and No. 471 have been updated. JCOMM-III adopted Recommendation 3 (JCOMM-III) Provision of ODAS and Water Temperature Metadata. A number of BUFR templates that are used for the encoding and distribution of marine meteorology and oceanographic data on the Global Telecommunication System (GTS) have been reviewed, and proposals made so that they included appropriate metadata. 2.3 JCOMM-III adopted Recommendation 1 (JCOMM-III) establishing WMO-IOC Regional Marine Instrument Centres, with Terms of Reference, description of capabilities and corresponding functions, and a mechanism for formal WMO and UNESCO/IOC designation of an RMIC. The USA, China, and Morocco offered to host RMICs for WMO Regional Association IV, the Asia-Pacific region, and WMO Regional Association I respectively. 2.4 A workshop was organized at the RA-IV RMIC in Bay St Louis, USA, 13-15 April 2010. The goal of the workshop was to test the RMIC concept. The feedback received from the participants has been excellent, demonstrating the demand that existed in developing countries for more training on instrument practices and standards, quality assurance, marine observing programme management and operational aspects, and data exchange. The workshop permitted to initiate new collaborations in the view to improve availability of ocean observations from the Regional Association, as well as the quality and traceability to standards of the corresponding data. 2.5 A workshop is planned at the Asia-Pacific region RMIC in 2011. Another one should be planned for the RA-I in 2012. Deliverable 2 - Data exchange 2.6 The IODE Ocean Data Portal (ODP) has been designed to be interoperable with the WIS as a DCPC. In order to respond to security concerns expressed by some Members/Members States the Light Data Provider (LDP) has been developed for the ODP. Three training courses were organized in the Russian Federation, the Republic of Korea and Turkey to develop IODE ODP data providers. 2.7 Regarding provision of interoperable data-sets via the ODP and/or WIS, the primary focus has been on contributions from the National Oceanographic Data Centres (NODC) of the IOC. Commitments were made by a number of countries and agencies for connecting ocean data sets to the ODP and/or WIS. ODP and WIS experts have also been providing technical assistance to some of the agencies, including through visits and workshops. Details on status of those developments is provided in Appendix C. Deliverable 3 - Quality Management 2.8 JCOMM-III adopted Recommendation 8 (JCOMM-III) Implementation of Quality Management Systems for Met-Ocean Data, Products and Services by Members/Member States. The JCOMM/IODE Ocean Data Standards was established, and JCOMM-III adopted Recommendation 4 (JCOMM-III) Development of Data Management Standards. See document 4.2 for details. 3. Project Report (JCOMM Pilot Project for WIGOS) 3.1 The JCOMM Pilot Project for WIGOS is now coming to an end. The last meeting of the Joint Steering Group for the IODE Ocean Data Portal and the JCOMM Pilot Project for WIGOS was held in Ostend, Belgium from 1 to 3 November 2010. The meeting reviewed and agreed on the Project Report which includes information on the achievements of the Pilot Project, pending issues, lessons learned, benefits and impacts on Members/Member States regarding the integration of marine and other appropriate oceanographic observations into WIGOS, as well as Pilot Project legacy recommendations. 3.2 Lessons learned are reproduced in Appendix A. 3.3 Legacy Recommendations are reproduced in Appendix B. 4. Candidate WIS Data Collection and Production Centres (DCPCs) from JCOMM 4.1 The list of candidate WMO Information System (WIS) Data Collection and Production Centres (DCPCs) is being compiled by an ad hoc sub-group established by the Inter-Commission Coordination Group on the WMO Information System (ICG-WIS) for the identification of potential GISCs and DCPCs (See ICG-WIS Report 2008, Brasilia, Brazil, 14-17 July 2008, Section 5.2 for details). The contents are based on Members' responses to the circular letter sent to all Members and Technical Commissions in mid-October 2008. 4.2 The current list of Candidate Data Collection and Production Centres (DCPCs) from JCOMM is provided in Appendix D. 4.3 Status of the Ocean Data Portal (ODP) with the WIS: At its 4th meeting, Ostend, 8-9 April 2010, the JCOMM Data Management Coordination Group (DMCG) recommended that the ET-WISC addresses the issue of documenting the interface between the ODP and GISCs. The DMCG also invited Germany and Russia to work together in the JCOMM framework to demonstrate technical realization of interoperability between the ODP and a GISC. The ET-WISC eventually accepted the nomination of Sergey Belov for participating in the ET-WISC representing JCOMM. The Group agreed that the status of the ODP as part of the WIS (i.e. DCPC vs. GISC) should be considered after the technical demonstration is realized. ____________ Appendix A Lessons learned of the JCOMM Pilot Project for WIGOS (excerpt from paragraph 8 of the Project Report) 1 Many lessons learned from this Pilot Project have fed into the work of the Sub-Group of the Executive Council Working Group on WIGOS and WIS, and details can be found in a preparatory document for the Second Session of the Sub-Group (Geneva, Switzerland, 19-23 October 2009). Only the most important lessons learned relevant to this Pilot Project are detailed below. 2 The Pilot Project realized substantial progress on many issues that would have been slower to achieve or would not have been achieved at all otherwise. The achievements are detailed in paragraph 4 of the Project Report. Due to these achievements, the Pilot Project has prepared the legacy recommendations as detailed in paragraph 9 of the Project Report. 3 The success of the Pilot Project has been due to a number of factors: JCOMM, which is a joint Technical Commission between WMO and IOC, provided the appropriate governance and mechanisms to engage with all partners having potential interest in the development of the Pilot Project. The IOC provided excellent cooperation, mainly through its International Oceanographic Data and Information Exchange (IODE) Committee. Good working relationships were established between the WMO and IOC Secretariats which built trust and shared the work. Good communication drew attention to the rationale for WIGOS, and address concerns. By establishing a joint Steering Group for the Pilot Project, IOC had ownership upfront and could influence its development. The benefits of the Pilot Project were well understood by all partners and the members of the joint Steering Group, and there was confidence that the synergies proposed between the WIS and the ODP of IODE would facilitate better access to both oceanographic and meteorological data. Increased resources provided by both WMO and IOC Secretariats in support of the Pilot Project built synergies between many Expert Teams, Panels, and groups under JCOMM, IODE, CIMO, and CBS, which lead to improved cooperation. Ability to build on past experience with regard to the End to End (E2E) technology developed jointly between IODE and JCOMM through the Expert Team on Data Management Practices (ETDMP). ____________ Appendix B Legacy Recommendations of the JCOMM Pilot Project for WIGOS (excerpt from paragraph 9 of the Project Report) The legacy recommendations below, agreed by the joint Steering Group for the IODE Ocean Data Portal and the WIGOS Pilot Project for JCOMM, are based on the Pilot Project achievements, identified pending issues, and lessons learned: The type of governance existing between WMO and IOC through JCOMM should be preserved, and the JCOMM activities related to marine meteorology and other appropriate oceanographic observations should play an active role in the WIGOS implementation phase, and eventually become part of WIGOS once it becomes operational. WMO and IOC Publications should be regularly reviewed based on the proposed methodology (Annex VII of the project report). This should be done by addressing harmonization of standards related to (i) Quality Control, (ii) the collection of instrument/platform metadata, (iii) instrument practices and intercomparisons, and (iv) satellite data telecommunication issues. WMO and IOC should act pro-actively to facilitate the collection, distribution (including in real-time, and through dedicated servers), and discovery of instrument/platform metadata. In particular, the depth of the SST (Sea Surface Temperature) and SSS (Sea Surface Salinity) measurements should be reported as accurately as possible for use in satellite products as appropriate. JCOMM should develop guidelines for marine instrument intercomparisons, publish then as JCOMM Technical Report, and provide input to the CIMO Guide accordingly. JCOMM should further develop the network of WMO-IOC Regional Marine Instrument Centres (RMIC) in all regions, promote their activities, conduct training workshops, and instrument inter-comparisons. The cooperation with the manufacturers should be strengthened through HMEI. IODE should continue the development of the IODE ODP and interconnect with the WIS as a WIS centre. IODE should seek interoperability of the ODP with other (non IODE) ocean related data centres, JCOMM should work to increase the amount of oceanographic and marine meteorological data provided by data centres to the ODP and WIS WMO and IOC should promote the JCOMM/IODE Standards process, seek harmonization of standards between WMO and IOC, and make sure that processes are documented. JCOMM should promote quality management in compliance with the WMO Quality Management Framework (QMF). WMO and IOC should promote establishment of an international forum of users of satellite data telecommunication systems. JCOMMOPS, which is providing support for the implementation, and monitoring of marine observing networks on a day to day basis should be strengthened through voluntary financial contributions by Members/Member States. The JCOMM PANGEA concept should be supported to enhance partnership between developed and developing countries with regard to data use and implementation of ocean observing networks. JCOMM should communicate information based on this project report about the benefits to various communities of the integration of marine meteorological and other appropriate oceanographic observations into WIGOS. JCOMM should be promoting pilot activities to evaluate how in situ and satellite based observing systems complement each other; in the view to make recommendations for the optimization of the in situ networks. Proposed future workplan, responsibilities, and costing based on the Pilot Project legacy recommendations are provided in Annex X of the Project Report.
