The IOC and WMO Executive Councils (June 2010), endorsed the Recommendations by the JCOMM-III (Resolution IOC EC-XLIII.5 and Resolution 4 WMO EC-LXII). Regarding the recommended JCOMM review, the Member States, in response to the Joint Circular Letter from IOC and WMO, agreed to consider their participation. The process is to start as soon as some extra-budgetary contributions or initial phase is guaranteed, and the results should be reported to the governing bodies of IOC and WMO. Further details are reported under agenda item 6.2. 5. The WMO Executive Council at its 62nd session (June 2010) endorsed the WIGOS Development and Implementation Strategy (WDIS). WDIS describes the steps to be followed by WMO to improve governance, management, and integration of observing systems. WDIS also includes capacity-building requirements and clearly specifies responsibilities across the WMO system for the further development and implementation of WIGOS, addressing coordination and technical challenges of the implementation process. Further details are reported under agenda item 5.1. 6. The IOC Executive Council (2010) recognized that for some regions a multi-hazard approach (that is, for other sea-level related risks, such as storm surges and long-term sea level rise) may lead to more rapid development of tsunami warning and mitigation systems, and encouraged further use of the multi-hazard framework. On a related note, the Member States noted with appreciation that JCOMM has extended its efforts to the issue of natural disaster management in coastal zones and in Open Ocean. The Member States agreed that JCOMM should continue to work on storm surges and ocean modeling in cooperation with relevant partners while taking into account regional issues and concerns. 7. On a related note, the IOC Executive Council recalled its request in 2009 for JCOMM and the International Tsunameter Partnership (ITP) on a global assessment of the scope and impact of vandalism, and on a formulation of strategies that collectively could reduce its incidence and consequence. Similarly, the WMO Executive Council (June 2010) requested JCOMM for a report on vandalism to be submitted to the 16th Congress in 2011. This task has been conducted by the Data Buoy Cooperation Panel (DBCP) with a view to finalizing it by the end of 2010. 8. The WMO Executive council (June 2010) emphasized the importance of a comprehensive and integrated approach for marine multi-hazard forecasting and warning system, for improved coastal risk management, and also noted that the JCOMM/CHy Coastal Inundation Forecast Demonstration Project (CIFDP) had been initiated for building improved operational forecasts and warnings capability for coastal inundation from combined extreme waves, surges and river flooding events. The Council further noted that the CIFDP would be initially implemented in the Bay of Bengal and in the Caribbean regions. Further details are reported under agenda item 5.3. 9. The issue of continuing support for JCOMMOPS was also noted at the 43rd IOC Executive Council in 2010 (Resolution EC-XLIII.5), whereby Member States highly appreciate the performance of JCOMMOPS and invited France through its national institutions, as the JCOMMOPS host country, inter alia, to consider increasing its support to JCOMMOPS through review and revision of the host agreement. In this context, the IOC Secretariat, in cooperation with WMO as its partner organization for JCOMM, has conducted discussions on how the national contribution from the host country would meet the required level of the IOC guidelines (adopted by IOC Resolution XXII-1, 2003). It is anticipated that formal and informal negotiation with France (through its diplomatic channel and governmental institutions) will be conducted until the 26th Assembly of IOC in this regard. 10. At the Joint IOCWMO officers meeting (UNESCO, Paris, 27 January 2010), it was recommended to make new overarching Memorandum of Understanding between IOC and WMO in order to adapt the collaborative framework to the status and to facilitate the ongoing and planned activities. The existing memoranda are now under review, accordingly.
