The methodology is thoroughly explained (in steps) and interlinked with the references provided. Should you have any difficulties finding any of these documents, please do inform IOC for assistance. Methodology Your will be drafting an assessment report on implementation of ocean and coastal ACC, focused on needs, gaps and obstacles, to contribute for the implementation of ACC in your country. Therefore, applying a methodology of rapid assessment is the most feasible way of achieving these objectives in the short period available: Bibliographic review: An overview of what is happening in your country, based fundamentally, in grey literature (e.g. national reports assessing progress towards sustainable development, national communications, policy evaluation reports, plans and assessments: check recommended list of fundamental references); Interviews: Confirm and explore further views by interviewing key actors (e.g. managers, decision-makers). The methodological approach is described as practical steps. In addition, we provide you with: A short list of a few references (web links where you can find country reports and overall information); Examples of questions that may help you finding and prioritizing information, as well as pointing out a way to interact with your national representatives. Recommendation for interviewing: Before scheduling an interview, read and prepare your questions. Before your interviewee accepts being interviewed he/she may ask you What is the interview about? We recommend you not to send your interview/questions by e-mail (unless your interviewee specifically requests it). Usually, everybody is too busy for allocating the necessary time to answer such questions in written: interviewing face-to-face is the best option (otherwise, schedule a phone call). You may decide to further pursue one of the topics identified during your readings or discussions with your national officials. As such, we recommend you to look at references made to specific reports/plans/assessments found during your readings; or following advice from your interviewees or advisors: developing a topic is what may lead you to develop a short concept project to share at the workshop. Recommended Steps Assessing National Priorities: Detailed Methodology Step 1. Read the NAPA terms of reference and the NAPA of your country (references 2 and 3). Read an example of another country NAPA report, to have a flavour of the structure of the documents and how they prioritize issues regarding: Climate Change (CC): science and uses affected by CC Coastal zone management Oceans Climate knowledge Needs of Capacity-development Existing projects related to these themes Gaps Step 2. After Step1, consult your countrys national assessment report delivered to the Commission of Sustainable Development (references 5). Identify and make a cross-cut analysis on the issues analyzed on your NAPA (Step 1, check analysis and display of results on reference 6). Step 3. Resulting from the cross-cut analysis between Steps 1 & 2: What are the needs, priorities and obstacles? (reference 6) Step 4. Contact your Ministry of the Environment (the GEF national point and the DA) and share the results of your analysis (these entities are invited to the same workshop as you): Ask for their feedback; Additional bibliography to read (other national programs and documents related to these issues) Discuss possibilities of pilot areas for implementation of adaptation projects Ask their opinion regarding successes and failures of implementation of adaptation projects on oceans, coasts and climate, science related issues. Step 5. Contact the Head of your Institution, as well as your advisor, regarding your findings and feedback received under Step 4, as well as for needs of Capacity-development and transfer of technology regarding the topics and sciences above-mentioned. Step 6. Get ready for the workshop! Bring your power point presentation and your draft report to share with all the participants. We would be grateful if you could share with us your draft report 1 week before the workshop (no matter what is the stage of development). We ensure confidentiality, as the report will not be disseminated: we just want to learn about your findings. Recommended Literature There is numerous literature however, this is a rapid assessment, therefore, keep it as simple as possible, by using bibliography that attempts to capture the overall picture of your nation. Therefore, you may consider the following as the essentials: Explore the UNFCCC Adaptation site HYPERLINK "http://unfccc.int/adaptation/items/4159.php" http://unfccc.int/adaptation/items/4159.php for a general overview of: Concepts and processes (planning and implementation) Issues related to implementing Adaptation, including: The Nairobi Work Programme (NWP) on assessing needs for adaptation to climate change HYPERLINK "http://unfccc.int/adaptation/nairobi_work_programme/items/3633.php" http://unfccc.int/adaptation/nairobi_work_programme/items/3633.php National Adaptation Programmes of Action (NAPAs), and after a general notion of what they are, look for your countrys NAPA at: HYPERLINK "http://unfccc.int/cooperation_support/least_developed_countries_portal/submitted_napas/items/4585.php" http://unfccc.int/cooperation_support/least_developed_countries_portal/submitted_napas/items/4585.php Supporting adaptation through finance, technology and capacity-building under the Subsidiary Body for Implementation (SBI) National Adaptation Programme of Action (NAPA), where you can find your countrys report HYPERLINK "http://unfccc.int/cooperation_support/least_developed_countries_portal/ldc_work_programme_and_napa/items/4722.php" http://unfccc.int/cooperation_support/least_developed_countries_portal/ldc_work_programme_and_napa/items/4722.php The NWP is structured around nine work areas, consistent with the action-oriented sub-themes, all of these are vital for increasing the ability of countries to adapt, some of which are a priority for this workshop. The full set of information on activities and resources for each work area is available at: HYPERLINK "http://unfccc.int/adaptation/nairobi_work_programme/programme_activities_and_work_areas/items/5137.php" http://unfccc.int/adaptation/nairobi_work_programme/programme_activities_and_work_areas/items/5137.php Capacity-Development information is also available (as capacity-building) at HYPERLINK "http://unfccc.int/cooperation_and_support/capacity_building/items/1033.php" http://unfccc.int/cooperation_and_support/capacity_building/items/1033.php National Assessments regarding Sustainable Development, can help you regarding the cross-cut analysis: If you belong to a SIDS country: National Assessments of Small Island Developing Nations (SIDS) for the Review of the Mauritius Strategy for Further Implementation (MSI+5), HYPERLINK "http://www.sidsnet.org/msi_5/nars.shtml" http://www.sidsnet.org/msi_5/nars.shtml National Reports HYPERLINK "http://www.un.org/esa/dsd/dsd_aofw_ni/ni_index.shtml?utm_source=OldRedirect&utm_medium=redirect&utm_content=dsd&utm_campaign=OldRedirect" http://www.un.org/esa/dsd/dsd_aofw_ni/ni_index.shtml?utm_source=OldRedirect&utm_medium=redirect&utm_content=dsd&utm_campaign=OldRedirect Sustainable Development Data Base with Case Studies and Best Practices HYPERLINK "http://webapps01.un.org/dsd/caseStudy/public/Welcome.do" http://webapps01.un.org/dsd/caseStudy/public/Welcome.do National Sustainable Development Strategies and Profiles HYPERLINK "http://www.un.org/esa/dsd/dsd_aofw_nsds/nsds_index.shtml" http://www.un.org/esa/dsd/dsd_aofw_nsds/nsds_index.shtml Recommended reading the following assessment (even if you are not a SIDS national): Small Islands, Large Ocean States: A Review Of Ocean And Coastal Management In Small Island Developing States Since The 1994 Barbados Programme Of Action For The Sustainable Development Of Small Island Developing States (SIDS) (2005) HYPERLINK "http://dspace.udel.edu:8080/dspace/handle/19716/2499" http://dspace.udel.edu:8080/dspace/handle/19716/2499. The assessment provides some good examples regarding the: Approach, Structure and Examples of tables to display findings Some of the topics analyzed are common with any member State: Climate Change, Capacity-development, Oceans, Coasts Including for Cross-cut analysis The type of conclusions and recommendations are different, as your report aims at concrete national actions (the above mentioned reference is a report about national trends) Concepts: It is important to distinguish concepts (e.g. capacity-development vs. training; sponsoring vs. aid sustainable development vs. sustainability, etc).
