Organization of the Session 1.1 Opening The eighth session of the Management Committee of the Joint WMO/IOC Technical Commission for Oceanography and Marine Meteorology (JCOMM) will open at 0930 hours on Monday, 16 November 2010, in the Conference Room XV of the UNESCO, Paris, France. The two co-presidents of JCOMM, Dr Alexander Frolov and Dr Peter Dexter will chair the session jointly. 1.2 Adoption of the agenda The Committee will be invited to adopt the agenda for the session based on the provisional agenda prepared by the Secretariat. The Committee will realise that the lengthy agenda is dictated in part by the short intersessional period, and the need to keep all activities under review. Nevertheless, Committee members are urged to keep their reporting to a minimum, focussing on key strategic issues and actions requiring input from the whole Committee. 1.3 Working arrangements The Committee will agree its hours of work and other practical session arrangements. The Secretariat will introduce meeting documents, which are available on the JCOMM web page ( HYPERLINK "http://www.jcomm.info/man8" http://www.jcomm.info/man8), as well as other information. The documentation, and the meeting itself, will be in English only. The co-presidents or any other members of the Committee may request the consideration of additional issues. In that case, they would be requested to prepare the relevant documentation and submit it to the Secretariat in due time. In addition, a few sub-items requiring a separate discussion may be identified during the session. 2. Reports by Co-Presidents and Secretariats The co-presidents will present a report on their activities in support of JCOMM since JCOMM-III,, as well as any cross-cutting issues not covered under other agenda items. They will also review relevant decisions of the WMO and IOC Executive Council sessions (June 2010), with particular emphasis on actions that may need to be initiated, including the corresponding responsibilities and time schedules for such actions. The Secretariats will present a brief report on actions taken since JCOMM-III, based on the Commissions workplan for the period 2010-2013 (Annex III to the JCOMM-III report), and on planned support during the remaining intersessional period. Other activities of the WMO and IOC requiring JCOMM contributions will also be addressed. 3. Intersessional Activities, Plans, and Deliverables 3.1 Programme Areas The three Programme Area (PA) Coordinators - Observations, Data management and Services/Forecasting System - will report on the work and achievements in implementing the PA workplans, highlighting issues and opportunities within their PAs that need action or discussion by the Committee. The Committee will be expected to discuss and take action on the issues raised in these reports, and otherwise advise the Coordinators on the further implementation of the work plans. 3.2 Cross-cutting activities within JCOMM Complementary to discussions conducted under agenda item 3.1, the Activity Leaders on Satellite Data Requirement, on QMF/QMS, and on Capacity Building will be invited to review actions and to address future priorities, as well as expected deliverables for JCOMM-IV. Issues raised here may be addressed in more detail under subsequent agenda items. 4. Scientific and Technical Support 4.1 Scientific and operational requirements The OOPC Chairperson will report on scientific requirements, recommendations, issues and opportunities to be addressed by JCOMM. The report will cover in particular the results of and following actions to the OceanObs09 (September 2009, Venice), focussing on the role of JCOMM in this follow up. The Committee will also review actions by JCOMM teams and groups in updating the WMO/CBS Rolling Review of Requirements, as well as satellite data requirements, to take them into account in the intersessional PA workplans. 4.2 Standards, best practices and guides The Committee will review existing information and guidance on ocean observations, services standards and best practices (either as JCOMM guidance documents or as IOC-WMO publications), and review/revise the plan to update and develop new material. The discussion will include the JCOMMs contribution to the WMO Quality Management Framework (QMF), as well as the status of existing and planned guidance material and publications. The Committee will particularly be invited to review and approve the proposed approval process for WMO-IOC Regional Marine Instrument Centres (RMICs). The Committee will also review related recommendations from the JCOMM-III and will decide on actions by the PAs and Expert Teams as appropriate. 5. Priority Issues for Intersessional Period 5.1 WMO Integrated Global Observing System (WIGOS), WMO Information System (WIS) and IOC/IODE Ocean Data Portal (ODP) The Committee will review the progress of WIGOS development, particularly the JCOMM involvement through the JCOMM Pilot Project in close cooperation with the IODE Ocean Data Portal (ODP). The Committee should note the Project Report as delivered by the third session of the joint Steering Group for the IODE Ocean Data Portal and the JCOMM Pilot Project for JCOMM (Ostend, Belgium, 1-3 November 2010). The Pilot Project is now close to finalization, and the Project Report will be provided to the WMO Executive Council working Group on WIGOS and WIS which will be reporting to Congress-XVI in May 2011. The Committee should review the results and legacy recommendations of the project in this light, and identify follow-up action for JCOMM. 5.2 Maritime Safety Services The Committee will review the progress in implementing JCOMM-3 decisions/recommendations with respect to the provision of the maritime safety services. The Committee, in particular, will review and address any issues relating to the implementation of the new World Wide Meteorological Warning Service, the new Arctic Metareas, and the implementation of QMS for marine meteorological services, as well as required collaborations between JCOMM Expert Teams (e.g. ETMSS, ETSI, ETWS) and with other international organizations representing users interests (e.g., IMO, IHO, OGP). 5.3 Marine/Oceanographic Hazards Under this agenda item, the Committee will be presented with a report on the joint JCOMM/CHy project on coastal inundation, as well as existing and planned IOC-WMO initiatives of relevance to JCOMM, including; 1) WMO Storm Surge Watch Scheme; 2) WMO Severe Weather Forecasting Demonstration Project (SWFDP); 3) UNESCO Pilot Project on Coastal Hazard Forecasting, and; 4) other related initiatives such as ESA Storm Surge project. Other activities with marine forecasting aspects such as the Shanghai Multi-Hazard Early Warning Demonstration project will also be reported. The Committee will be invited to review and revise the intersessional workplan, as the results of the discussion. 5.4 Global Framework for Climate Services (GFCS) Recalling the recommendations by WMO and IOC, the Committee will discuss on JCOMMs role in the ongoing development of a Global Framework for Climate Services (GFCS) catalysed by the World Climate Conference 3 (WCC-3, 31 August4 September 2009, Geneva, highlighting the importance of ocean processes in climate, and focussing on a future strategy for JCOMM in addressing the framework. The Committee will be expected to provide ideas to the PA Coordinators for existing or new JCOMM activities to contribute to the framework, bearing in resource issues. 5.5 Legacy of the International Polar Year (IPY) and polar observations/services The Committee will discuss JCOMMs role in the IPY Ocean Observing Systems and its legacy road map focused on activities such as the development of iAOOS and SOOS, plans for an International Polar Decade, and the work of the WMO Executive Council Working Group on Polar Observations, Research and Systems. 6. Strategic and Structural Issues 6.1 JCOMM Collaboration with IOC-WMO and External Programmes and Projects Under this agenda item, the Committee will discuss on the status and plans for its collaboration with specific international and cross-cutting programmes and projects of IOC-WMO as well as of external bodies. As it was emphasized at JCOMM-III, and following the discussion under agenda item 3.1 and 5.1, the Committee will consider ways to extend collaboration with IOC/IODE during the intersessional period. The Committee will also discuss on the strengthened cooperation with WMO/DRR and IOC Tsunami programmes in global and regional scale, to address the marine/oceanographic multi-hazard issues. The Committee will review the proposed Joint Expert Team with WMO Commission for Agricultural Meteorology (CAgM) on Weather, Climate and Fisheries, including the draft Terms of Reference provided by CAgM, possible JCOMM membership,, required resources, and expected deliverables. 6.2 JCOMM Strategy and Operating Plan The Committee, based on the priorities identified at JCOMM-III as well as the WMO Strategic Plan / IOC Medium-term Strategy, will discuss JCOMMs role as a technical body of IOC and WMO, in particular bearing in mind the review currently underway in WMO of its overall Constituent Body structure, including the Technical Commissions. JCOMM-III (November 2009, Marrakesh) requested that the Management Committee revise the JCOMM Operating Plan for the periods 2010-2013, of which the draft was presented at the Session. With results from the discussion on intersessional activities and priorities through this session, the Committee will review and revise the Operating Plan. Following the request at JCOMM-III, the Committee will also review and further revise -if necessary - the JCOMM Strategy and JCOMM Capacity Building Strategy. The Committee will be provided by the Secretariat with an update on progress with the Review of JCOMM agreed at JCOMM 3, and advise the co-presidents on possible input to this review as appropriate. 6.3 Structural and related management issues The Committee will briefly review the current JCOMM structure and initiate discussions, to be completed at MAN-9 in 2011, on possible proposals for modifications of the structure and working methods of JCOMM, based on recommendations from the parent organizations. Consideration should be paid to; 1) taking new priority tasks effectively, as well as maintaining key ongoing programme activities, and; 2) making efficient use of available resources to meet the requirements of the Members/Member States. The Committee will discuss and decide on the required meetings during the coming year. The Committee should also consider requirements for focussed teleconferences among key Committee members, to address immediate specific issues. 7. Logistical preparation for JCOMM-IV JCOMM-IV is planned to be held in Yeosu, Korea, in May 2012. The Committee will be provided with a report on the status of the arrangements with host Country and decide on the plans/timeline for logistical preparation for the Session (agenda and structure of the session, documentation, etc). 8. Any other business The Committee will be invited to raise any additional issue for consideration in the remaining intersessional period. 9. Closure of the Session The Committee will review, modify as necessary and approve the final report of the meeting.
